Description

~ The Delaware Sustainable Energy Utility (DESEU) is a unique non-profit organization offering resources through its Energize Delaware initiative. Delaware Sustainable Utility, a 501 (c) 3 non-profit organization created by the State of Delaware promotes the use of affordable, reliable and clean energy and energy efficiency initiatives. ~

The DESEU operates as the premier one-stop-shop for connecting and empowering energy consumers with the resources to reduce cost, improve the environment, and ensure energy independence for future generations.

The DESEU develops and implements energy efficient solutions, clean energy and air pollution reduction programs. These programs include funding, financing, and educational programs. In addition, we provide highly valuable technical and financial services to our clientele so that they can make informed decisions regarding their energy future.

The DESEU offers these programs by fully utilizing the authority granted by the State of Delaware to issue tax-exempt bonds, invest Regional Greenhouse Gas Initiative (RGGI) funds, bank solar renewable energy credits (SRECS), and most recently, offer programs funded by Delaware energy providers. The DESEU also utilizes private sector entrepreneurial strategies.

Position Overview 

The Program Manager is a new position with exciting opportunities in a young and growing organization. The Program Manager will work in a wide variety of programs within the SEU's existing energy program portfolio and will be expected to make improvements.

The Program Manager will play an important role in designing and developing new programs that will help shape Delaware's energy future. As Employee #3 the Program Manager will help lead the DESEU into an exciting future. 

Responsibilities

  • Reports to the Executive Director but works with a significant degree of independence.
  • Participates in developing and recommending goals and objectives that will have impacts statewide.
  • Plans, coordinates and oversees program implementation and growth.
  • Provides technical direction and oversight for subordinates and contractors.
  • Grant management and reporting including drafting grant applications and budget proposals.
  • Manage contractual program obligations on time and within budget while maintaining positive contractor relationships.
  • Develops Requests for Proposals, Memorandums of Understanding, and subcontracts. 
  • Actively manages sub-contractor contracts and performance.
  • Plans, coordinates and conducts meetings and workshops with the public and the private sector and able to convey information in group or public settings using effective presentations.
  • Coordinates applied research, analysis and interpretation of data to support action taken concerning laws, rules, and regulations applicable to the assigned program and DESEU objectives.
  • Works with other agencies and the private sector, statewide and regionally, to coordinate and achieve mutual goals and objectives.
  • Develop and manage relationships with trade allies and partners including contractors, trade and industrial associations.
  • Establish and manage program and consumer feedback mechanisms to ensure on-going program enhancement.
  • Addresses customer service complaints and feedback. Seek solutions to prevent future occurrences.
  • Understand all the business functions of the DESEU and lead the DESEU during absences of the Executive Director.
  • Other tasks as assigned.

Qualifications

Knowledge, Skills and Abilities

  • Knowledge and understanding of energy efficiency and renewable energy industry.
  • Knowledge and understanding of energy efficiency and renewable energy financing.
  • Knowledge and understand of Evaluation, Measurement, and Verification processes to ensure appropriate quality of assurance activates are implemented, savings claims are defensible.
  • Demonstrated success with program management and client service in the fields of energy efficiency and renewable energy.
  • Ability to carry out systemic data tracking and reporting processes, ability to generate reports using common spreadsheet and data base programs.  
  • Ability to establish objectives and guide the integration of multiple disciplines.
  •  Ability to recognize and integrate diverse and/or conflicting priorities.
  • Ability to plan, organize and integrate program resources to achievable program goals.
  • Ability to establish and maintain effective working relationships with government officials, landowners, contractors, environmental groups and co-workers.
  • Skill in establishing and integrating the goals and objectives of multiple and conflicting programs.
  • Ability to interpret and apply rules and regulations to specific problems. 

Qualifications, Experience and Education

  • Desire for and comfort in working in a collaborative environment.
  • Knowledge of the principles and practices of energy efficiency, sustainability, clean and renewable energy, and climate change.
  • Demonstrated ability to multitask.
  • Demonstrated experience in the areas of energy efficiency and\or renewable energy.
  • Five years’ experience in fields or energy efficiency and\or renewable energy, with three years’ experience in program management.
  • Knowledge and experience in financing a plus.
  • Knowledge and experience with MV&E processes a plus.
  • BA\BS in fields relevant to energy efficiency and renewable energy including policy, finance, business, environmental science, engineering, architecture, or building sciences.
  • MA\MS in Energy or Environmental Management and Policy a plus, will be considered equivalent to one year’s experience.
