Position Purpose

Develop and manage the airport's climate program, a key initiative that will enable the airport to meet the Century Agenda goal to reduce our carbon emissions by 50% even as the airport expands. 

Responsibilities

Essential Functions:


This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following:

  • Develops new and innovative carbon reduction strategies, including the purchase of renewable fuels and implementing advanced technologies designed to reduce our carbon footprint as well as those of our airline partners.  Works collaboratively with a wide range of stakeholders and information to assess new strategies and technologies that reduce our greenhouse gas emissions while ensuring that those emerging opportunities are financially viable and effective in protecting our environment. 
  • Develops and enhances our carbon program by analyzing both internal and external factors and creating innovative, long-term reduction strategies. Develops goals, objectives, and policies for the department necessary to achieve broader Port and Century Agenda goals for carbon reduction.  Works with multiple departments to understand existing and future operational needs, and develops new projects and initiatives designed to balance reduction goals with current and future operations.
  • Monitors and interprets developing federal, state, and local laws and regulations related to climate protection and carbon emissions, evaluates both environmental and financial impact on the airport, and adjusts program as necessary. 
  • Assists Director in participating in regional carbon emission reduction initiatives with the airlines, non-profit organizations, biofuel companies, and other partners to develop and enhance aviation biofuel production in Washington State. Works with Port lobbyists at both the state and federal level to influence carbon-related laws and regulations as necessary.

Qualifications

Knowledge, Skill & Abilities:

  • This position must have a recognized expertise in both the scientific and policy theories for carbon emissions and climate protection.  Strong understanding of climate science, and technical policy assumptions embedded in carbon accounting (including "up-stream" emissions), as well as the business and financial implications of carbon programs such as cap and trade, Low Carbon Fuel Standard or similar regulations, and federal and state renewable fuel standards.
  • Ability to research, understand, and integrate a wide range of complex ideas and information related to scientific, policy, and business sectors and apply creative thinking to a wide variety of topics and factors that may influence carbon emissions at the airport, such as how business sectors located here can develop biofuel feedstocks that could later be used by the Port.  Ability to identify unknown factors that may be relevant and create innovative approaches in developing a successful carbon reduction program.
  • Ability to analyze and articulate emerging and complex regulations and laws, and their influence on both environmental and financial systems in a clear and persuasive manner to upper management and decision-makers.  Must be able to write clear and compelling documents, and be able to present complex findings and ideas to a wide variety of audiences, including senior management and key decision-makers.

Combination of education and experience demonstrating knowledge, skills and abilities equivalent to:

  • Bachelor of Science Degree in meteorology and climate science or related field;
  • Ten (10) years of experience in carbon lifecycle science;
  • Climate science;
  • Emerging carbon pollution laws, policies, and programs;  and Emerging business sectors related to the clean energy economy.

Preferred Qualifications:

  • Masters of Science in meteorology and climate science; 
  • Background in regional transportation planning; and
  • Experience leading the development of new carbon reduction programs.
