Eastern Connecticut State University's Institute for Sustainable Energy (ISE) focuses on energy education, energy policy, energy efficiency, energy conservation and load management, renewable energy, distributed generation, protection of environmental resources, and the dissemination of useful information on energy alternatives and sustainability to users and providers of energy. The Institute provides an unbiased focus on practical applications and dissemination of information about how to improve the energy profile and sustainability of Connecticut and the region.  

Position Overview:

Eastern Connecticut State University is seeking a Director of Operations for the ISE. Reporting to the President of the University, the Director of Operations is responsible for the organization and operational management of the Institute and serves as its chief operating officer.

Responsibilities: 

  • Responsibilities include human resources; financial reporting, planning and administration; budgeting; space management and property accounting; and contracts.
  • The Director of Operations will serve as the senior administrator for the Institute; participate in strategic planning and policy making; provide leadership, guidance and oversight of all administrative and operational functions, including: finance, research, contracts and grants administration, human resources, (facilities, property administration,) and health and safety; and participate in the delivery of ISE programs.
  • The Director is a major contributor to the Institute's research and application analysis as well as key participant in its outreach, including delivering presentations to organizations and at conferences and preparing and delivering testimony at public hearings on topics related to energy and sustainability.
  • The Director of Operations will prepare program and project proposals for submission to funding and contracting organizations consistent with the Institute's Strategic Plan; develop budgets, manage Institute finances, and submit annual progress reports for all programs and projects; organize and conduct program review, administrative evaluation, and assessment for legal and regulatory compliance; provide executive briefings for all programs and projects as required by the University, and/or funding organization; plan, develop, and manage the Institute's human, physical, and fiscal resources; and hold regular meetings with the Institute's Board of Advisors in order to assess current program activities and identify potential grant opportunities. 
  • The Director will evaluate and assess technical and legal requirements for all proposals and programs and participate in the delivery of research, application analysis, training and other programs.

Qualifications: 

  • Master's degree in appropriate field.
  • Administrative experience with technical and regulatory experience in an energy-related organization. 
  • Evidence of ability to develop policy, manage programs and program teams.
  • Evidence of communication, writing, planning and analysis skills and the  ability to work constructively with student interns from the university. Understanding of energy at the industry, user, and governmental levels specific to Connecticut and the region.
  • Experience working effectively with governmental advisory and regulatory boards and commissions.
  • Demonstrated experience with policy development, organizational planning as well as technical energy efficiency and sustainability applications.
