Position Overview:
The Director of Human Resources and Budget position is responsible for the human resources function, including payroll, for a multi-state staff.
The HR and Budget Director leads employee development programs, drafts employee agreements and ensures that BGI maintains compliance with all regulatory agencies.
In addition, this position will work closely with the CFO on financial and employee performance tracking, reporting, and future budget planning.
This is a fulltime & exempt Grade 6 position that reports to the Chief Financial Officier and works at the BGI Seattle Campus.
Responsibilities:
Performance Management:
- Responsible for the design and implementation of a performance management process, and ensuring that management and employees comply with policies that meet accreditation requirements.
- Development and implementation of staff professional development plans to ensure ongoing opportunities for staff to further professional knowledge and expertise relevant to their job.
Manage Hiring Process:
- Responsible for ensuring that BGI's hiring practices are followed and that BGI continues to recruit outstanding leaders.
- Includes working with managers in developing quality job descriptions and strategies for recruiting.
- Responsible for posting positions to both internal and external audiences and managing the interview and screening process.
Compensation & Benefit Management:
- Ensures internal equity among all BGI employees as it relates to compensation.
- Conducts external salary surveys and develops strategies to adequately place BGI in a position to attract qualified personnel.
- Reviews compensation packages for developing competitive programs to attract and retain high performers.
- Drafts employee agreements, and keeps them current with the dynamic nature of BGI.
Finance and Budget:
- Participates with the President's cabinet and department leaders in developing the annual budgets and staffing plan for the organization.
- Solicits needs from administration and staff and makes recommendations on organizational changes and need.
- Creates reports used by CFO, administration and department leaders to reinforce responsibility-based budgeting.
Payroll & Benefit Administration:
- Coordinates with outside service providers to process payroll on a bi-monthly basis, in a multi-state environment.
- Maintains good relations with benefits providers and ensures that employee needs and questions are handled in a timely manner.
- Assists in the development of an HR Information System, and is the owner of the system once developed.
Compliance:
- Provides reports to regulating agencies, including but not limited to the US Department of Education, ACICS, WA Student Achievement Council, and all state and federal regulatory agencies.
- Ensures that all paperwork is properly filed and that required employment documentation has been received and filed for all employees and contractors.
Department Leaders:
- BGI departmental (functional area) leaders work to assist in developing and coordinating BGI's mission.
- This includes maintaining HR policies and procedures.
- The team also reviews all new job descriptions and makes suggested edits to content, and ensures that positions are graded in an equitable manner.
Other Responsibilities:
- Assigned other responsibilities as required, at the discretion of his/her manager.
Qualifications:
Knowledge & Skill Requirements:
- Deep knowledge of personnel and regulatory issues, and current in the latest changes to employment law.
- Strong verbal and written communication skills. Articulates highly-organized and thorough situational assessments, action plans, and progress reports.
- Well organized. Develops and adheres to consistent structure for document labeling, filing, retention and retrieval, and actively promotes and supports the use of such structure across the organization.
- Good technical skill set, and ability to operate in a Mac or Microsoft operating environment. Competent with Microsoft Office Word, Excel, PowerPoint functionality, and experience with common payroll systems, such as ADP and Compupay. Experience in budget construction and reporting.
- Ability to listen carefully to employees and synthesize their needs to the organizations needs and requirements.
- BGI puts much weight on the development of teams, so this person must be able to demonstrate the ability to work in highly functional teams.
- An undergraduate degree in human resources, management, finance, or other related field.
