Cloudburst is a small business, located in the Washington DC Metro Area, composed of experienced professionals who provide assistance to federal, state and local governments, and non-governmental organizations, both domestically and internationally, for programs that assist socially and economically disadvantaged persons. Our services include research, evaluation, planning, management consulting and technical assistance, communications and performance measurement.
Position Overview:
Cloudburst Consulting Group, holder of the Small Business Set-Aside award under the USAID Strengthening Tenure and Resource Rights (STARR) Indefinite Quantity Contract (IQC) seeks multiple Technical Consultants for potential short and long-term opportunities for upcoming Task Orders aimed at addressing land tenure issues.
These domestic and international opportunities will support key U.S. Government strategic objectives, including enhanced food security; climate change adaptation and mitigation; conflict prevention and mitigation; economic growth; women's empowerment and gender equality; biodiversity protection and natural resource management; and reduction in the spread of infectious diseases.
Responsibilities:
Work may include, but is not limited to: producing assessments and other research reports; conducting monitoring and evaluation activities; designing and providing technical assistance training; designing and implementing programs; producing and analyzing land use plans and maps; dissemination of key messages and research; managing data and project documentation; and performing environmental analysis.
Qualifications:
Candidates are sought with expertise in 1 or more of the following technical areas:
- Land Administration
- Customary Land Law
- Land Policy and Legislation
- Post-Conflict/Post-Disaster Resolution
- Land Use and Environmental Planning
- Resource Governance
- Climate Change Adaptation and Mitigation
- Agriculture and Food Security
- Economic Growth
- Gender Issues
- Communications and Marketing
- Knowledge Management
Minimum Qualifications:
- Master's degree in relevant/related fields mentioned above; JD or LLM, PhD required for certain consultancies
- 5 years relevant work experience for mid-level consultants, 7 or more for senior level consultants
- Experience living and working abroad
- Knowledge of USAID and/or other international donor rules and regulations preferred
- Demonstrated ability of working effectively alongside national and local government officials, Civil Society Organizations, NGOs, private industry and local communities
- Excellent communication, management and reporting skills
- Commitment toward improving the effectiveness of programs that serve underserved socially and economically disadvantaged persons abroad
- Fluency in English required, other language proficiencies desirable
