Renew Missouri was formed in 2006 to advance efficiency and renewable energy in Missouri. At the time, Missouri ranked 49th in the country on renewable energy with less than .01% of its energy coming from renewable energy. Now Missouri is ranked 43rd in energy efficiency according to the ACEEE.
In 2007, Renew Missouri advocated for true net metering and simple interconnection practices for small solar and wind systems. The result was the adoption of the "Easy Connection Act" by the Missouri legislature in a single session, allowing all Missourians to interconnect solar panels and small wind turbines to their utility grid free of charge, and receiving full retail credit for any energy put back on the grid.
In 2008, Renew Missouri helped Missouri become the 27th state enact a Renewable Electricity Standard (the 3rd state to pass the law through the ballot initiative process). The RES requires 15% of Missouri's energy to come from renewables by 2021, with a 2% solar requirement and $2 per watt solar rebate program.
To address Missouri ranking 41st of of the 50 states on energy efficiency, Renew Missouri is also advocating for proven state efficiency policies that will create in-state jobs, lower electric bills, and reduce carbon emissions.
Position Overview:
This full-time position serves to maximize development of energy efficiency and renewable energy in Missouri through leverage of regulatory and other legal advocacy avenues. Position reports to the Director of Renew Missouri in support of the advancement of Renew Missouri's Mission and Vision.
Responsibilities:
Primary:
- Research, draft, and promote best-practice policy for clean energy.
- Monitor and participate in legal proceedings including Missouri Public Service Commission ratemaking, rulemaking, and other formal and informal proceedings.
- Monitor legislation to track the progress of existing and new clean energy legislation.
- Testify and organize testimony at relevant hearings.
- Advise Director(s) on all legal issues, including contracts, human resources, lobbying, administration, and risk management.
Secondary:
- Assist in drafting / reviewing / maintaining of grant proposals to supporting foundations
- Represent Renew Missouri at relevant energy, legal, and other nonprofit conferences.
- Assist with organization and facilitation of clean energy stakeholder coalitions, focusing on making a broad impact in the regulatory arena.
- Coordinate with outside council as directed
- Supervise law interns.
- Otherwise help realize the mission and vision of Renew Missouri as directed
Qualifications:
- Must be licensed to practice law in Missouri.
- Knowledge of administrative law, environmental regulatory affairs, renewable energy, and energy efficiency policy is required.
- Experience in administrative law, regulatory affairs, employment law, and advocacy in Missouri preferred.
- Experience with coalition building, nonprofit management, grant writing, fundraising, and volunteer management is preferred.
- Must be able to work primarily from Columbia, Missouri office, with occasional travel to Jefferson City and across Missouri.
Compensation:
- Full-time, salaried position, starting on or about January 1st, 2012.
