Over the course of nearly thirty years, we have focused our efforts on heavy highway, design/build, large site development, civil infrastructure, airport and environmental remediation related work. The Delaney Group has also performed several wind energy development projects in New York, including substantial work on the Maple Ridge Wind Farm, the largest wind farm in the eastern US, as well as wind farms in Alaska, Wyoming, and Oklahoma. We also provide services to federal clients, including Base Realignment and Closure (BRAC) services for various branches of the U.S. Department of Defense.
Responsibilities:
The duties and responsibilities of this role will include:
- Function as a Senior Alternate Energy estimator in development of cost proposals.
- Focus on expertise of this position will be in Fixed Price Heavy Civil / Wind Farm Construction projects, including Build-to-Print and Design/Build projects.
- Experience in all phases of wind farm construction required including: earthwork, sitework/civil, foundations, utilities/interconnects, electrical collection /transmission, substation, wind tower erection, and commissioning/startup. Background in piling, transport logistics and support building construction a plus.
- Responsibilities to include performance of all facets of bid preparation - review and comprehension of RFPs, Specifications and Drawings;
- Breakdown of scope of work into definable tasks (WBS development);
- Development of work crews and production rates for performance of required tasks;
- Performance of material takeoffs to define quantities of work;
- RFQ development/solicitation/review and comprehension of subcontractor/supplier quotes;
- Development of Review Packages for, and conducting senior management reviews;
- CPM scheduling; project cashflow analysis; and proposal unit rate development and closeout.
- Responsibilities will also include oversight and management of estimating assistants / additional project estimators for large proposals.
- Interface with project managers, project accountants, and cost technicians, procurement/contracts personnel, schedulers and other related projects support groups
- Assist project management team in the construction planning meeting. Familiarize the project team with assumptions and methods contemplated by our estimate. Assist with the initial project subcontracting plan.
- Monitor take-off and be a resource person for other team members of the estimate team to coordinate and answer questions.
- Interface with owner or other contractors to provide engineering and cost data to assist Operations in the final evaluation of bid / proposal.
- Follow awarded contracts - may include estimating extra work items, change orders, credits; procurement of material etc.
- Facilitate contract handoff to PM / Operations. Includes job cost tracking set-up, development of revenue recognition units and productivity analysis reporting
Qualifications:
To be considered for this role, minimum education and work experience should include:
- 4 year college degree in engineering, construction management, or equivalent combination of technical training and experience.
- 6 to 10 years experience estimating, preferably related to wind farm construction.
- Specific knowledge of estimating techniques and ability to interpret computerized cost data and systems.
- Must have the ability to prepare complex proposals with minimal supervision.
- Good communicative and interpersonal skills required.
- Organization, attention to detail, ability to work within tight time constraints and under pressure; and ability to work within a proposal team are all important for proper performance of required duties. Experience with international estimating a plus
- Experience with preparing periodic project cost control reports including expenditures to-date, project performance to-date and making recommendations as to forecasted cost projections while meeting critical deadlines
- Solid understanding of common contracting methods, able to understand risk and reward of each.
- Ability to read and understand engineering drawings, purchase orders, contracts, cost coding systems, etc., is essential.
- Experience with the following cost estimation systems or similar (Hard Dollar, US Cost, WinEst, etc.)
- Full functional knowledge of P6, MS Projects, ArcGIS, AGTEK
- Functional in AutoCAD
- Experience with SharePoint a plus
