The National Conference of State Legislatures is a bipartisan organization that serves the legislators and staffs of the nation's 50 states, its commonwealths and territories.  NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues.  NCSL is an effective and respected advocate for the interests of state governments before Congress and federal agencies. NCSL is your organization.  The leadership of NCSL is composed of legislators and staff from across the country.  The NCSL Executive Committee provides overall direction on operations of the Conference.  

Position Overview: 

The energy program director level is restricted to individuals responsible for administering and directing all activities within a broad policy or functional area that organizationally operates as an independent program unit. 

A significant portion of the work involves formulating and managing the program budget, managing staff and multiple projects, planning program initiatives, developing funding and other support for the unit and the organization, establishing program goals and performance standards, and reviewing the work and  management recommendations of subordinate supervisors. 

The program director is ultimately responsible for controlling and executing budget and program priorities and specifying and ensuring the quality of the work performed throughout the program and operates within broad organizational policies and program goals under the supervision of the division director.

Responsibilities: 

The program director anticipates emerging energy issues and interprets unusual policy developments, assesses their importance to the states and legislatures, and initiates research, technical assistance or other appropriate program efforts in response; reviews, edits, and critiques the substance and quality of research and writing assignments of subordinate staff; manages, delegates or personally handles a wide range of research and writing tasks often involving sophisticated analysis, in-depth evaluation, and interpretation of political nuances.

The program director manages, delegates or personally handles the most complex meetings and seminars and coordinates the work of subordinate professional staff; plans, assigns, reviews, and coordinates complex, large-scale, multistate technical assistance efforts, sometimes requiring astute political judgments, a high degree of responsiveness to constituents, and a mature sense of organization priorities and concerns.

The director coordinates with other program units and other organizations to develop proposals and demonstration projects to carry out activities that cut across program lines; manages, directs, supports and oversees the fundraising efforts of program staff and personally handles most sensitive negotiations and high-level contacts with potential funding agencies; maintains an extensive network of federal agency, foundation, private sector, and interest group relationships with personal contacts at the highest level.

Qualifications:

Bachelor's degree plus 10 years of relevant and progressive work experience.  At least 4 years of state policy or legislative experience, 2 years of professional policy experience in the assigned subject area, 2 years of project or research supervisory experience, and 1 year of management experience directing and allocating personnel and budgets in multiple projects or activities. 

Post-baccalaureate education is preferred, and up to 3 years of graduate education (masters degree, professional degree, or doctoral degree) maybe substituted for the required work experience; demonstrated success in fundraising and maintaining and expanding collaborative relationships with other organizations; significant experience in the energy field, which includes work/interaction with both state and federal government entities, utilities and energy industry representatives; understanding of the energy industry as it relates to most forms of electricity generation, (including fossil fuel, nuclear and renewable) and transmission; substantial knowledge and technical expertise in a program and mastery of major policy fields within the program or substantial knowledge of state legislatures and intergovernmental policy process; excellence in working effectively with legislators and legislative staff and dealing with politically sensitive constituencies.
