POSITION OVERVIEW:

This position reports to the Assistant County Manager of Regional Development Services and is responsible for the overall management and direction of Maricopa County's Air Quality Department. The Director is responsible for planning, directing, implementing, and achieving department strategic goals and objectives related to the department's mission of protecting the most vital, natural resource; air quality for the people of Maricopa County so they can live and breathe in a clean air environment.

DUTIES: Oversee all air quality programs and services. Plan and direct the implementation of County-wide policies and procedures. Evaluate the need and effectiveness of all department programs and services as related to air quality; analyze and resolve complex and/or highly sensitive issues. Analyze the impact of existing and proposed legislation and provide recommendations to County management. Address the legislature and regulatory groups; serve as the County's chief spokesperson for air quality advising the County Manager, Board of Supervisors, and other County management on policies, issues, and concerns related to air quality. Ensure the development of rules and programs to enforce ordinances that are mandated by the federal Environmental Protection Agency [EPA], state statute, or County. Analyze and direct complex studies and projects to achieve increased efficiency. Hold public meetings for information dissemination. Respond to public concerns about department programs and/or regulations. Manage subordinate managerial and/or supervisory staff. Direct the preparation and approval of the department's budget. Oversee all department personnel actions and issues. Work closely with other jurisdictions and organizations on issues related to air quality.

KNOWLEDGE/SKILLS/ABILITIES: Must have knowledge of federal, state, and local laws, codes to include regulations related to air quality improvement and air pollution; principles and theory of public administration including general administration, human resource, fiscal and accounting management; customer service objectives and strategies. Must have the ability to plan, organize, direct and evaluate the overall activities of a multi-disciplinary staff involved in air quality policy and program development, monitoring and enforcement. Demonstrated training and participation in groups, regulatory agencies and association involved with air quality management activities required. Specific knowledge of the Arizona Environmental Quality Act (AEQA) is a plus, but not required.

EDUCATION/EXPERIENCE: The ideal candidate will possess a Bachelor's degree in Environmental Health, Public Health, Engineering, a natural or physical science, or closely related field and a minimum of ten (10) years of professional air quality experience, which included at least five (5) years of supervisory and/or management experience. Other combinations of education and experience may be considered in substitution for the minimum qualifications. A Master's degree in Public Administration, Environmental Health, Public Health, Engineering, or a natural or physical science preferred.
