Brownfield remediation and land contamination and related issues are increasing barriers to the development of New York City. The Office of Environmental Remediation (OER) is a new office charged with driving remediation and clean up initiatives as defined in PlaNYC, the City's long-term sustainability plan.

PlaNYC  

The New York City Mayor's Office of Long-Term Planning and Sustainability is responsible for the implementation of initiatives outlined in the City's comprehensive sustainability plan, PlaNYC, and additional projects in support of the City's sustainability goals. These goals include: improving the quality of the city's air and water, creating more affordable housing, providing better access to recreation space, increasing transit capacity, ensuring reliability of the water supply, cleaning up the city's contaminated land, improving and maintaining the city transportation network, upgrading the city's energy infrastructure, and reducing greenhouse gas emissions.

OER is seeking a Director whose key responsibilities will include shaping the environmental remediation policies for New York City's public, private, and not-for-profit redevelopments and implementing the programs and policies including: developing the new Office of Environmental Remediation, creating the city's brownfield remediation policy to encourage health protective redevelopment, public and private remediation planning and education, and execution of the city's goal of cleaning up all contaminated land in New York City. 

OER will be a centralized base for all city remediation stakeholders including, but not limited to, community groups, environmental justice organizations, private and not-for-profit real estate developers, New York State Department of Environmental Conservation and Department of Health, New York City Departments of Environmental Protection, City Planning, Health and Mental Hygiene, and Mayor's Office of Long Term Planning and Sustainability. 

Key Activities: 

* Serve as the City's "Brownfield Remediation Ombudsman" and play an active and public role in coordinating contamination issues in New York City 
* Liaise with the State DEC and Federal EPA along with the Mayor's Office of Long-Term Planning and Sustainability on brownfield projects and policy to maximize the amount of health protective and appropriate remediations in New York City 
* In consultation with the Director of the Mayor's Office of Operations, manage and lead a staff of approximately 30 in the Office of Environmental Remediation, to 
* Work with the non-profit, public and private development community on to encourage quality and health protective remediations that meet PlaNYC goals 
* Form public/private partnerships to help develop new programs to subsidized remediations and testing
* Provide the technical and project management resources on the portfolio of city sponsored remediations
* Review remediation and environmental review applications for SEQRA, e designated sites, and voluntary review 
* Develop technical and educational guidelines on appropriate remediation standards and brownfield redevelopment guidelines 
* Manage special projects and key initiatives on an as needed basis 

Qualifications: 

* A minimum of an advanced degree such as an MBA, environmental engineering, real estate or public policy
* Minimum of 10 years experience in real estate development, environmental or hazardous material review, or public policy development at a city or state level.
* A track record of interacting and transacting successfully with senior level executives and officers in government and/or the private sector 
* Experience in managing outside consultants and overseeing a budget
* Interest in real estate development, environmental protection, and economic development policies as they relate to sustainability and climate change issues 
* Strong presentation, writing and speaking skills a must. 

New York City residency is required within 90 days of appointment.
