Greenhouse Gas Inventory Protocol Analyst - US EPA Climate Leaders Program

This notice is to announce the upcoming availability of an exciting federal position to work in the challenging world of climate change and energy programs. The position is located in the Office of Atmospheric Program's Climate Protection Partnerships Division (CPPD), Energy Supply and Industry Branch (ESIB). 

CPPD is responsible for programs and policies aimed at protecting the earth's climate systems and air quality. The division is responsible for, among others, analyzing the effectiveness of technologies to reduce greenhouse gas emissions and other air pollutants, developing voluntary programs that prevent the emissions of greenhouse gases (GHGs) and developing policies and strategies that will provide targeted groups with flexible and cost-effective means of reducing their emissions of GHGs, thereby reducing the threat of climate change.

Climate Leaders is an EPA voluntary partnership within ESIB that encourages companies to develop sustainable long-term climate change strategies. Companies participating in Climate Leaders first work with EPA to complete a corporate-wide GHG emissions inventory and then set an aggressive GHG reduction goal.

This position will assist in the continued development and implementation of the Climate Leaders program. The position involves providing technical assistance to Climate Leaders Partners to complete GHG inventories; supporting the development of sector-specific and cross-sector inventory protocols as well as offset project protocols; serving in multi- stakeholder groups on technical issues regarding GHG inventories; and tracking Climate Leaders Partners' progress in the program. In addition, the position involves developing and delivering technical presentations to various stakeholders and managing EPA contracts and grants.  

This position requires a diverse set of skills including, an ability to comprehend technical issues and technologies, conduct successful face-to-face negotiations and interactions with industry, perform technical and financial analyses, promote credible data calculation and reporting methodologies, and manage a wide range of programmatic activities. Work undertaken will involve designing and developing technical and outreach materials to forward the goals of the program, managing key program activities, including GHG data and management systems review, data quality assurance, strategic program planning, and interacting directly with industry.  

The ideal candidate will have a graduate degree in environmental engineering, environmental science/management, or business administration (or equivalent experience, such as energy auditing or lifecycle analyses) and strong analytical, technical, communication, marketing, and presentation skills. The individual must also have the ability to rapidly learn technical information and communicate it to the relevant stakeholders. Familiarity with the World Resources Institute/World Business Council for Sustainable Development GHG Protocol is strongly preferred, but not required.

The ideal candidate will also have a strong commitment to environmental protection, excellent writing and presentation skills, a high energy level, strong quantitative skills, project management experience, and an ability to work well with others. The program operates in an interactive team-based environment with each member assuming responsibility for a diverse set of activities and responsibilities. Some domestic travel is required. 

EPA seeks a GHG inventory calculation, management, and reporting analyst position on the Climate Leaders team. The salary range for this position is GS-11 to GS-13 ($54,272 - $100,554), dependent upon qualifications.
