Description

The Municipal Program at the Alliance to Save Energy encompasses various programs promoting energy efficiency and sustainable development around the world; currently all programs are international.

The Deputy Director will:

*  Assist the Director in overseeing administration of the Program, including project budgets, subcontracts, outreach, annual work plans, and reporting requirements 
*  Take the lead for the Team in promoting the financing of energy efficiency projects, especially in Brazil and India
*  Work directly with Country Program Managers (located both in Washington and overseas), providing guidance and assistance where needed
*  Help the Director seek additional funding, and assist the Development Team in writing proposals to USAID and other donors for funding.

This position is based in Washington, D.C., with overseas travel required about 10% of the time, although the incumbent can travel more often if desired.

The successful candidate must possess maturity, judgment, and considerable diplomacy to represent the Alliance to a diverse audience including the U.S. Agency for International Development (USAID, the major funder), multilateral banks, local officials at high levels in government, and people from different cultures and socioeconomic levels.

Qualifications: 

Applicants must be an international development assistance professional with a minimum of five years of professional experience, with at least four of these years directly involving program management responsibilities.

The candidate must have technical experience in energy efficiency in the urban context, and experience with performance contracting approaches to financing energy efficiency. Preference will be given to individuals with experience helping to package energy efficiency and/or development assistance projects for external financing.

Since written communication such as proposal development, public outreach, and work plans are critical to this position, strong writing skills in fluent English are essential. Familiarity with USAID and other donors is required. A Bachelors degree or above is required in a relevant field such as Engineering, Environmental Science or Policy, or International Relations. Spanish or Portuguese language skills a plus.
