Background
The Port Towns CDC was founded in 1996 in order to coordinate and lead economic and community revitalization within the Port Towns of Bladensburg, Colmar Manor, and Cottage City. The mission of the PTCDC is to "provide long term collaborative leadership toward the economic and community revitalization of the Port Towns and surrounding area through education, proactive planning, tourist promotion, neighborhood revitalization and economic development, business district management, and project implementation". The PTCDC's Board of Directors includes key individuals of important local groups, members of local government and residents of the Port Towns.
The Port Towns Economic Development Resource Center is a business support initiative that was envisioned in the 2001 five-year strategic plan and funded in 2003. The EDRC's programs and activities foster a high-quality and wide-ranging local economy that encourages community patronage and business investment.
Definition and Description
The Executive Director will lead the Port Towns Community Development Corporation (PTCDC) to a position of greater strength and effectiveness, so that the Port Towns economic development and revitalization priorities are achieved. The ED will also be responsible for implementing and overseeing the work of the Port Towns Economic Development Resource Center (EDRC). The Executive Director reports to the Board of Directors and will have the authority to hire additional staff as needed with approval from the Board of Directors. The PTCDC serves the Port Towns of Bladensburg, Colmar Manor and Cottage City in Prince George's County, MD; therefore, the ED will be responsible for maintaining excellent relationship with the councils, mayors and staff of the towns.
The key responsibilities will be:
* Strengthening organizational and board capacity and overseeing operations.
* Developing a fundraising plan and executing it. Responsible for the financial management of the PTCDC and the EDRC.
* Ensuring that diversified revenue streams are developed and implemented.
* Planning business growth through enhanced and integrated products and services.
* Negotiating strategic alliances.
* Creating, coordinating and managing/administering the economic development projects in the Port Towns and the work of the EDRC.
* Serve as major spokesperson for the community revitalization efforts.
* Maintain communication with board members and attend all board meetings.
Examples of Work
* Provide administrative, programmatic/financial oversight, and reporting for grant funded and non-grant funded projects and related activities. This includes preparing financial documents as needed.
* Manage and administer multiple commercial revitalization and economic development projects.
* Develop a marketing/outreach plan that promotes the attributes of the Port Towns.
* Build on existing collaborations with sister organizations regarding the preservation and development of shared assets - the commercial, tourism, recreational, and historical potential of the Port Towns.
* Administer fundraising efforts, i.e. research funding sources, developing relationships with funders, etc. This also includes securing on-going funds for this position.
* Act as a liaison and represent the PTCDC with residents and organization such as: Prince George's County Redevelopment Authority, Anacostia Trails Heritage Area, Inc., Maryland National Capital Park and Planning Commission, Bladensburg Local Development Corp., Anacostia Watershed Society, etc.
* Make oral and written presentations, reports to the Towns of Bladensburg, Colmar Manor, and Cottage City, and the PTCDC, and attend meetings as requested.
* Assist in leasing, monitoring and selling of Port Towns or PTCDC property, or other assets.
* Serve as "point of assistance" and information for existing and potential businesses
Required Knowledge, Skills and Experiences
* Experience in commercial revitalization and economic development projects/activities
* Fundraising, resource development, including grant proposal preparation.
* Working with local government and non-profits.
* Working effectively in diverse communities and ability to work effectively with town elected officials/staff, PTCDC Board Members, Port Towns residents, merchants and others, must be a "people person".
* Managing concurrent projects, staying on-task and on time.
* Excellent communication skills, both oral and written.
* Ability to work evenings and weekends as needed, with a flexible schedule.
* Ability to work independently, without daily supervision.
* Strong project and personal management skills.
Minimum Education, Experience and Training
Bachelor's degree and two to five years of responsible experience working on diverse economic development projects, or an equivalent combination of education and experience. Good working knowledge and use of word-processing, spreadsheet, databases, website management, and project management software also a plus. Most posses a valid driver's license and access to a car for daily work assignments.
Salary Range:45-60K, negotiable and based on experience
