Description

This is a senior staff position that reports to the Southeast PA Vice President. Decisions regarding program direction are reviewed and approved by the Regional Vice President (RVP). The DWP will be draw upon resource staff to provide program support and is responsible for supervision.

Position Activities: 

Manage projects: 
Determine project objectives, determine resources necessary for project completion, obtain resources including consultants and staff, develop detailed workplans, be results oriented.

Assist President and Regional Vice President with water-related policy development, and represent the organization before public and private decision-makers on local, state, regional, and federal water policy and programs. Administer projects: Prepare budgets for PEC annual budget, monitor expenses and income, prepare contracts, prepare reports to funders and contractors, be responsive to contractors and funders.

Develop resources:
Be alert to funding and contractor opportunities, prepare proposals/scopes of work, negotiate with prospective contractors. Work with project partners: Identify partners, develop and define relationships through MOU's, communicate with partners, meet the mutual needs of partners and PEC.

Supervise staff:
Work with with staff to develop work plans, share responsibilities, support staff in their needs and hold them accountable, create a positive work environment for staff in order to meet project objectives. Coordinate with supervisor: Prepare memos as needed and meet with supervisor to report on projects, discuss project objectives, submit contracts, proposals, workplans and other project related work for discussion and approval.

Manage media relations:
Work with PEC's communications staff prepare press releases, contact writers/reporters, promote project objectives through the media, prepare articles for PEC's Forum and other venues.

Help build the program:
Pursue additional opportunities in watershed education/planning, help expand the program.

Coordinate with PEC programs:
Work with directors within the region and with offices statewide to achieve maximum project synergy.

Education:
Minimum requirement is a Baccalaureate in a water-related field. At least five years of project management experience, preferably in the non-profit sector, working with partner organizations, marshalling resources and supervising staff. Experience with public policy highly desired -- graduate degree preferred but not required. 

Required Skills: 

Communication Skills: Articulate project needs and activities to staff, partners, clients and supervisor using excellent verbal and writing skills and interpersonal skills

Project Management Skills: Develop objectives, manage by workplan, coordinate resources including project consultants and staff

Partner Relations Skills: Coordinate with partners, recruit and manage partners

Administrative Skills: Develop budgets, keep track of expenses and revenue

Development Skills: Identify funding needs, prepare proposal and contracts

Supervisory Skills: Supervise staff

Public Relations Skills:  Manage for visibility to attract new resources

Compensation:
