Description
Under Board direction and authority, administers and manages all activities of the Northwest Collaborative Air Priorities Partnership (NWCAPP).
Summary of Duties and Responsibilities
The Executive will assist the Board to complete organizational formation of the NWCAPP as a nonprofit, including initial fundraising for their own salary and start-up costs. The Board (and non-voting advisory group) is composed of members of the broad Leadership Team of the NWCAPP.
Administers and manages all the activities of the NWCAPP. Administrative responsibilities include: fundraising, policy review and development; definition and measurement of NWCAPP goals and objectives; annual monitoring and evaluation of the effectiveness of the NWCAPP's projects and programs; development and adherence to the NWCAPP's budget; communication and marketing activities, and ensuring quality delivery of service.
Monitors regulatory and legislative developments affecting the regional air quality, researches issues, and implements changes in programs/projects as appropriate. Provides comment as the NWCAPP's representative as needed on pending regulatory and legislative issues.
Serves as a professional resource to the NWCAPP Board and Leadership Team. Keeps the Board fully informed on all areas of NWCAPP projects, fundraising efforts and marketing activities and services through program reports, updates, and presentations.
Prepares and presents annual budget to the Board of Directors; monitors compliance with approved budget; validates any variances; approves all expenditures for the NWCAPP.
Maintains the NWCAPP's positive financial posture and reports any significant change to the Board.
Acts as NWCAPP representative for, and establishes effective working relationships with, various advisory committees and intergovernmental committees and forums.
Performs other duties as assigned.
Working Conditions
Works primarily in an office setting with frequent contact with other members of the NWCAPP, the governing Board, Leadership Team, and others in the air quality field. This position is subject to the stress of managing competing demands, interacting with difficult people, and meeting program and project deadlines. Travel is involved.
Selection Criteria
A quick study. Ability to interpret, analyze, and critique materials ranging from letters, memos, legal documents, blue prints, and governmental regulations. Ability to quickly become proficient in administering the NWCAPP's air projects and programs. Must have demonstrated experience at successful fundraising and working effectively with a Board of Directors.
Ability to analyze a variety of administrative and air quality-related problems and to make sound recommendations as to their solution. Able to make sound judgments, based on clear and objective assessment of the facts, looking at both long and short term ramifications. Considers advantages and disadvantages of proposals and offers statistical data, supportable documentation, and/or financial analysis to support recommendations.
Ability to initiate leadership in developing and maintaining an organization that is characterized by efficiency, cooperation, and positive interpersonal working relationships and a consistently high level of customer service. Leads by example: i.e. maintains high standards of behavior, work ethics, and appearance as appropriate for the position.
Good knowledge of regional air quality issues, in addition to awareness of current trends and developments in the field of public administration and environmental protection.
Ability to excel with a busy, hectic workload. Able to meet deadlines, juggle multiple priorities, and work successfully under pressure.
Demonstrated talent for effective verbal and written communication of complex concepts. Ability to present complex and/or technical information to a variety of audiences in a clear, understandable and non-technical manner. This may include the general public, Board members, the Leadership Tam of the NWCAPP, business and industry representative, special interest groups, and federal, state and local government officials and representatives.
Knowledgeable of effective management and organizational principles and practices and ability to incorporate those in leadership behaviors.
Ability to establish and maintain good working relationships with a diverse population of professionals and NWCAPP contacts.
Ability to anticipate, expedite, and resolve problems in a way that enables the NWCAPP to consistently provide an excellent quality of service delivery and/or be more productive with fewer resources or maximize the resources it has.
Experience, Education, and Training
The typical qualified applicant will have at least seven years of progressively responsible and well rounded work experience in a management or administrative capacity with at least four years of direct supervision AND a bachelors degree in public administration, environmental, physical or natural sciences, environmental planning or a related field. Masters degree in public administration, business administration or environmental field desirable but not mandatory. OR, any combination of experience, education, and training that would provide the level of knowledge and ability required. Non-Profit organization experience and fundraising skills are very valuable.
Mandatory Qualifications
Must pass a background investigation. Must be bondable.
Must have a valid Washington State Driver's license and a driving record acceptable to the Board and the Board's insurance carrier OR must be able to provide own transportation to and from job, meetings, and related job sites.
Verification of identity and Untied States work authorization must be complete as required by the Immigration Reform and Control Act.
Employee Status
Exempt; part-time; regular; salaried.Exempt; full-time; regular; salaried.
Compensation
Salary to $60,000, dependent on experience.
