Description

The Alianza para Bosques (Rainforest Alliance (RA) Costa Rica), is a nonprofit organization dedicated to protecting
ecosystems and the people and wildlife that live within them by implementing better land-use and business practices for
biodiversity conservation and sustainability.

This mission is pursued through education, research in the social and natural
sciences, and the establishment of cooperative partnerships with businesses, governments, and local peoples to protect
the environment, wildlife, workers and local communities.

The Sustainable Tourism Program works to conserve valuable ecosystems and resources to maintain the cultural integrity
and the well-being of local peoples by advocating for the establishment of environmentally and socially sound tourism
operations, finding practical alternatives for commercializing and delivering tourism services and by transforming established
tourism business practices and the behavior of travelers in the areas surrounding such ecosystems and resources.

The purpose of this project is to implement best management practices and certification of Small & Medium Enterprises (SME)
in sustainable tourism. It will also strengthen certifications systems and increase global awareness of these practices and
systems. This project will provide training modules on Best Management Practices (BMP), certification, and marketing to
indigenous and community-based operations in four countries. The project will also develop a Sustainable Tourism
Certification Network in Latin American.

Duties:

The Project Director will have the overall responsibility for implementation of the project.

S/he will ensure compliance with all
project commitments, including delivery of reports and compliance with performance indicators.

The Project Director will
supervise the overall development of workshops, seminars and all technical assistance activities.

S/he will supervise
regional managers and consultants hired for this project.

This is a 48-month project, with renewable annual contracts.

Responsibilities:

  • Prepare and monitor annual work plans, budgets, and cash flow projections;
  • Coordinate with the IADBs Representation in Costa Rica, the Regional Coordinator and the Sub-executing Agencies
    (SEAs) and other collaborators to ensure efficient progress reporting;
  • Supervise the performance of the Regional Coordinators and the consultants hired for the project;
  • Raise awareness of key stakeholders on certification and accreditation;
  • Help identify and convene key players for the establishment of the regional Network, and ensure participation of all
    stakeholder groups;
  • Develop policies, protocols and procedures for Network activities and provide ongoing Network coordination;
  • Promote the exchange of information on BMPs and lessons learned amongst certification programs;
  • Develop framework for pilot projects in the implementation of BMPs;
  • Ensure the incorporation of the workshop results and feedback in the training modules on BMP and certification;
  • Supervise the overall development of the workshops, seminar and all technical assistance activities to ensure compliance
    with performance indicators;
  • Help develop the marketing strategy for promoting tourism operations involved with the project;
  • Develop a sustainability strategy and the framework (source and use of funds) for a regional fund to co-finance technical
    assistance services to SMEs and community-based operations for the implementation of BMPs and certification;
  • Develop a strategy for the launch of the Sustainable Tourism Stewardship Council (STSC) that will give sustainability to
    these efforts;
  • Maintain contacts with collaborative institutions, the National Committees, in-country tourism associations and chambers,
    certification programs, relevant governmental agencies and the SMEs and community-based operations that represent the
    beneficiaries of the project;
  • Ensure compliance with the projects commitments, including the delivery of reports and audits;
  • Monitor the indicators established in the projects Logical Framework and collaborate with IADB for the final evaluation of
    the project and any mid-project evaluation visits; and
  • Other tasks as assigned by the Sustainable Tourism Director.

Qualifications:

  • Candidate must be a citizen or bona fide resident of a Multilateral Investment Fund country member; please refer to the

  • ,li>M.S. degree in Tourism, Business Administration, Marketing, Economics or related discipline and/or Natural Resources
    Management;

  • Minimum 5 years experience managing complex international programs;
  • Proven record of participating in multi-disciplinary projects with a host of participants in the public, private and civil sectors;
  • Proven experience with financial oversight of complex government-funded projects;
  • Experience with training and technical assistance programs;
  • Familiarity with the tourism sector;
  • Familiarity with accreditation or certification entities a plus;
  • Strong belief in the value of the marketplace and sustainable tourism to improve the environmental management of in and
    around fragile ecosystems;
  • Fluent English and Spanish (both verbal and written communications skills), Portuguese a plus;
  • Strong word processing, spreadsheet and computer skills;
  • Strong analytical skills to respond to multi-cultural situations; and
  • Ability to travel a minimum of 25% of the time.
