Description

Background:

The New Hampshire Estuaries Project (NHEP) seeks a full-time Project
Assistant to manage projects, develop and implement outreach and education
components of the program, produce and edit technical reports on estuarine
health, assist with grant writing and contracting, and provide overall
support to the NHEP and its director.

The position is located in
Portsmouth, NH.

The NHEP is one of 28 programs supported under the U.S. Environmental
Protection Agency's National Estuary Program. The National Estuary Program
is a joint local/state/federal program established under the Clean Water Act
with the goal of promoting the protection and enhancement of estuarine
resources of national significance.

The NHEP developed and is now
implementing its Management Plan, which outlines nearly 100 actions within
five priority areas: (1) Water Quality, (2) Land Use and Habitat Protection,
(3) Shellfish Resources, (4) Habitat Restoration, and (5) Outreach and
Education.

NHEP and its partners work to implement these actions through
on-the-ground, locally based projects and initiatives. The NH Office of
State Planning administers the NHEP.

Duties:

Specific duties of the Project Assistant:

  • Assist Director with facilitating NHEP project teams, implementing
    the NHEP Management Plan, writing progress reports to EPA, and preparing
    grant applications to fund NHEP activities
  • Manage projects selected through the Local Grants Program and other
    funding opportunities, including project selection, contract development,
    project management, quarterly report and invoice processing, tracking
    through the NHEP database, and communications with grantees
  • Develop requests for proposals periodically to solicit projects and
    distribute information on NHEP funding opportunities
  • Produce and distribute publications and reports, including a 2003
    State of the Estuaries Report and 2003 Management Plan Progress Report
  • Coordinate with the NH Coastal Program to produce the joint
    newsletter, Tidelines, published 3 times per year
  • Coordinate NHEP conferences and public events, including the 2003
    State of the Estuaries Conference
  • Work with media sources to publicize NHEP projects, activities, and
    accomplishments
  • Develop and implement a yearly NHEP Outreach Plan, coordinating with
    the NHEP Outreach Team and Management Committee as necessary
  • Develop content for the NHEP website and coordinate updates
  • Support and enhance volunteer monitoring efforts and other volunteer
    opportunities
  • Maintain and enhance mailing lists and databases for effective and
    targeted communications

Qualifications:

Qualifications and skills for the Project Assistant position:

  • Master's degree in relevant field (resource management,
    environmental science, planning, public administration, community
    development, etc.) and three years of related experience; OR relevant
    Bachelor's degree and five years of related experience
  • Understanding of estuarine systems, watersheds, and water quality
    issues
  • Ability to work independently and as part of a team
  • Experience using Microsoft Access to create and manage databases
  • Ability to interpret technical data and communicate technical data
    to others
  • Experience writing technical reports on natural resource issues
  • Ability to organize and coordinate work groups and project teams

Other information:

  • Salary range is $35,334 to $48,126 depending on experience and
    qualifications
  • Job classification is Principal Planner; Labor Grade is 24
  • 37.5 hour work week
