The action plan, released on Monday, was developed with assistance from DOE and the U.S. Environmental Protection Agency (EPA) and with the participation of electric and gas utilities, utility regulators, state agencies, large energy users, consumer advocates, energy service providers, and environmental and energy efficiency organizations. Global Climate Index Marks First Year

The Global Climate 100 Index – the first global index focused on solutions to climate change – marked its first year with a total return of 22.22% from its launch on July 1, 2005. First LEED-Certified Airport Terminal – Boston

The new Delta Air Lines ‘Terminal A’ at Logan International Airport in Boston has achieved an environmental milestone as the world’s first air terminal to earn LEED certification from the U.S. Green Building Council. The terminal, the first to be built since 9/11, was designed by architecture firm HOK (Hellmuth, Obata + Kassabaum), using Massport’s 2001 guidelines for sustainable airport construction. The facility maximizes sustainable building methods and technologies, overcoming the significant obstacles inherent in bringing green design to airports. To combat the accelerated heat island effect and stormwater runoff issues typically caused by impervious surfaces on runways, parking lots and large roofs areas, for example, Terminal A features a roofing membrane and paving designed to reflect heat from the building and special stormwater filtration devices to remove suspended solids and total phosphorous. Some of the project’s other sustainable strategies include: water-efficient plumbing and irrigation; extensive daylighting and high-insulation glass; energy-efficient electric lighting; construction waste recycling; and the use of recycled, local materials. These 19 states begin their weatherization year in the summer; in April, $140.3 million in weatherization grants were announced for the remaining 31 states. Every state will receive weatherization grants this year, as well as the District of Columbia, the Navajo Nation, and the Inter-Tribal Council of Arizona. The total funding for fiscal year 2006 is $243 million, which will provide weatherization to approximately 96,560 homes. The solicitation focuses on development, testing, demonstration, validation, and deployment of new solar photovoltaic (PV) components, systems, and manufacturing equipment. DOE plans to award $170 million over three years to industry-led groups that may include one or more companies, universities, national laboratories, or non-governmental organizations. The teams must match their awards dollar for dollar, bringing the total investment to $340 million. Applications are due on October 2nd. UPS Brown Truck Turning Green

The US EPA and United Parcel Service (UPS) have partnered to develop the world’s most fuel-efficient, cost-effective delivery vehicle. The first of its kind UPS truck uses EPA-patented hydraulic hybrid technology that increases fuel efficiency by 60-70% in urban driving while lowering greenhouse gas emissions by 40%.Laboratory tests show that this hybrid technology has the potential to reduce fuel use by 1000 gallons a year per vehicle for package delivery vehicles, shuttle and transit buses, and refuse pickup. EPA estimates that upfront costs for the hybrid components could be recouped in fewer than three years for a typical delivery vehicle. The net savings over the vehicle’s lifespan could exceed $50,000, assuming current fuel prices.The vehicle features a full hydraulic hybrid powertrain and a unique hydraulic hybrid propulsion system integrated with the drive axle. Hydraulic motors and hydraulic tanks are used to store energy, in contrast to electric motors and batteries used in electric hybrid vehicles. Like other hybrid systems, energy saved when applying the brakes is reused to help accelerate the vehicle.
