The Energy Department coordinates and addresses all energy-related issues on behalf of the City of New York. These include planning for both short- and long-term energy resources, advocating for competitive energy prices for all City consumers, managing energy supply discount programs and supporting the City's response to proposed energy projects such as power plants, electric transmission lines and natural gas pipelines. 

Position Summary:

The Vice President for Energy Efficiency is charged with driving private-sector energy efficiency initiatives as defined in PlaNYC 2030, the City's long-term, sustainability plan.

Key Responsibilities include:

  • Coordinating efforts with local utilities and the New York State Energy Research & Development Authority (NYSERA) to implement energy efficiency programs tailored to the needs of NYC residents and businesses;      
  • Liaison with industry stakeholders including Energy Service Companies, the real estate industry and others;      
  • Developing marketing, outreach and educational materials to advance PlaNYC goals;      
  • Developing energy-efficiency policies in coordination with the Mayor's Office of Long-Term Planning and Sustainability.

This is a high-level, public position and requires excellent public speaking and negotiation skills.

Key Activities: 

  • Serve as the City's "Energy Efficiency Ombudsman" and play an active and public role in coordinating energy efficiency efforts in New York City      
  • Work with utilities, Public Service Commission and NYSERDA to direct System Benefit Charge money towards programs that meet PlaNYC goals      
  • Form public/private partnerships to help develop new approaches to and programs on energy efficiency, particularly in large commercial and industrial buildings      
  • Provide strategic counsel to energy-efficiency stakeholders in order to improve outreach and tactics      
  • Drive marketing, training and education programs associated with energy efficiency      
  • Collaborate with Mayor's Office of Long-Term Planning and Sustainability on energy-efficiency efforts      
  • Manage special projects and key initiatives on an as needed basis 

Qualifications: 

  • A minimum of a Bachelor's degree. Advanced degree such as an MBA is preferred      
  • Minimum of 10 years experience in successfully managing system benefits/utility-based demand side management programs and/or implementing energy service performance contracts with an ESCO      
  • History and track record in structuring traditional and non-traditional energy efficiency project financing      
  • A track record of interacting and transacting successfully with senior level executives and officers in government and/or the private sector      
  • Experience in managing outside consultants and overseeing a budget      
  • Interest in energy and economic development policies as they relate to sustainability and climate change issues      
  • New York City residence is required within 180 days of hire.
