Portland Energy Conservation, Inc. (PECI)  is a nonprofit corporation with a twenty-year history developing and implementing innovative approaches to energy and resource efficiency. We offer our local and national clients a unique combination of expert research, program design, and on-the-ground delivery. 

PECI is looking for technical managers to lead programs and initiatives focused on increasing energy efficiency in commercial buildings. In this position, the program manager coordinates and oversees the work of mechanical engineers, energy experts, analysts and project coordinators to manage both large and small projects with multiple deliverables on tight deadlines. This is not an IT or network administration position. 

Successful candidates will have proven project planning, budgeting and people management expertise. Key skills include building and maintaining relationships with clients and mentoring project teams to ensure that deliverables meet or exceed the client's expectations. Strong organizational and adaptive management skills are a must. 

Commercial Programs 

This position requires strong facilitation and coordination between multiple programs and technical staff. This manager will work with engineers, technical experts and program managers to ensure that all technology-related program issues are addressed from initial project design through implementation and reporting. 

Commissioning & Technical Services 

This position requires strong management of technical projects related to building commissioning, tools development and research. This manager will work with a team of engineers and technical experts to develop resources that support and expand the commissioning practice in commercial buildings. Preference will be given to candidates with demonstrated commitment to energy efficiency initiatives. 

Key responsibilities: 

* Effective management of work plans and budgets. 
* Management of project team to ensure program progress and on-time deliverables.
* Critical thinking and creative problem solving to propose new ideas and approaches. 
* Propose and design new processes and workflows to improve efficiency and performance. 
* Work with local and remote staff, overseeing and directing work. 

Skills and experience: 

* A minimum of 3 years experience in project and/or program management 
* Excellent organization and time management skills
* Experience in budget and resource management for multiple projects 
* Ability to manage and absorb technical details and information from a big picture perspective in order to contribute to a technical team and program 
* Ability to think and communicate creatively and strategically 
* Ability to work under pressure, with energy and enthusiasm 
* Strong problem-solving skills and issue resolution
* Excellent verbal and written communication skills
* Results oriented; able to multi-task in a dynamic work environment
* Proficiency in Excel, Word, Access and/or other project management systems
