The Wildlife Conservation Society is seeking an enthusiastic individual to act as Technical Advisor to support the project: Restoration of Conservation Capacity for the Biodiversity Values of the Protected Areas in Rwanda.


The project will seek to prepare a UNDP-funded Global Environment Facility (GEF) PDF-B project in Rwanda. This full GEF project proposal will be designed to ensure the conservation of Rwandas biological diversity through support to the strengthening of the national protected area system, its technical and financial sustainability, and its cooperative links to local, national and regional constituents.


Term of appointment: 1 year, to commence approximately October 2003 and to be based in Kigale, Rwanda.


Duties:


Responsibilities to include: management of staff in the Project Coordination Unit; recruitment; management of short-term consultants; management of workshops and study tours; procurement of equipment (using UN modalities); facilitating task forces, financial and technical reporting.


Qualifications:


Experience Required: The candidate should have a minimum of 3 years experience in natural resources project management and planning. Experience in strategic action planning and institutional assessment are of key importance. Knowledge of socio-economic survey and/or conservation legislation would be an advantage, as would be regional experience. A Masters or Ph.D. degree in a relevant field is desired. Fluency in French or English, and a good working knowledge of the other language is required. The candidate should have a demonstrated ability to coordinate project activities, manage personnel, organize accounts and reporting, work constructively in multi-cultural situations, and maintain a high level of self-motivation. Salary will be in the range of US$50-60,000 dependent on experience.
