The City of Seattle, Department of Planning and Development, is pleased to announce the availability of a Strategic Advisor 2 position to develop and evaluate city commitments and approaches to sustainable infrastructure policy, programs, and finance, consistent with the Mayor's Seattle Climate Action, Green Seattle, and Restore our Waters Initiatives.
Responsibilities:
Working in coordination with both the Department of Planning and Development and across multiple departments, this Strategic Advisor 2 will develop capital planning procedures, analytical techniques, sustainable infrastructure checklists, and efficient project review mechanisms to integrate the concepts of sustainable infrastructure into the City's capital planning process.
In addition, a priority for this position will be developing project specific sustainable infrastructure strategies for future/planned light rail station areas, and providing direct technical assistance to identify and develop sustainable infrastructure solutions for other high priority (green) development projects.
In support of the Department's City Green Building team, this position will identify and develop sustainable solutions that reduce the capital and maintenance demands on the City's utility infrastructure. These may include opportunities for low impact development, district energy / thermal distribution systems, on-site water and wastewater processing and other decentralized technologies.
This position will:
- create a city-wide sustainable infrastructure strategy and asset management system for evaluating and prioritizing city capital spending
- develop new processes and procedures that significantly influence allocation of resources and priority setting
- develop new requirements for triple-bottom line economic analyses as a routine element of capital spending requests
- establish an asset management review committee
- apply the principles of sustainable infrastructure planning in light rail stations, as part of the City's program for developing station area plans, and in other major development projects
In initiating and leading the sustainable infrastructure effort, including establishing baseline program recommendations, this position will advise elected officials and key senior department directors on objectives of the program, on assessment of program pilot projects, and on policy recommendations.
This type of program requires technical facility and perspective and vision. This program is highly analytical - it will establish an integrated urban infrastructure strategy that accommodates multiple utilities and services as well as robust economic analyses that will inform city policy choices and investments.
Qualifications:
Minimum:
BA degree with a breadth of experience in public policy, law, planning, finance, economics, utilities, public administration, environmental systems, and communications and 5 or more years experience in government policy and public utilities. Familiar with financing models and cost benefit analysis techniques to assess overall economic impacts where project benefits accrue to a variety of public and private stakeholders. Understand regional jurisdictions and cross jurisdictional environmental issues; and be a diplomatic spokesperson for the City on these issues to other governments, the media and the public.
Desired:
Must be creative and possess a high degree of experience and expertise in a range of topics such as transportation, energy, water, solid waste, economics, urban design, planning, and sustainability. Advanced communication skills and the ability to work in complex multi-party, multi-media environments are also desirable.
