When it rains, the water has to go somewhere, but for many people, just where it all goes is "out of sight and out of mind." In Roanoke, our stormdrain system discharges all of the stormwater it collects to the Roanoke River or one of its thirteen tributaries, such as Peters Creek, Ore Branch, or Lick Run. From there it flows to Smith Mountain Lake, across the North Carolina border and eventually to Albemarle Sound. 

As a City known for its outdoor activities and amenities, Roanoke recently created a Stormwater Utility to protect the health of the Roanoke River and its tributaries. To that end, Roanoke's Stormwater Utility focuses upon capital stormwater construction projects, water quality initiatives and education, and maintenance of stormwater infrastructure.

Position Overview

The City of Roanoke is seeing a highly qualified applicant to fill the Stormwater Manager position who can direct, plan and coordinate the operation of the Stormwater Division of the Department of Public Works. The Stormwater Division has responsibility for the operation, maintenance and repair of storm drain infrastructure, capital construction of new drainage infrastructure, regulatory compliance of stormwater programs and floodplain management.

Responsibilities

  • This position manages and prepares an annual operating budget of approximately $6 million annually. Duties include staff supervision, program management and resource management relative to the inventory, assessment, prioritization and improvement of stormwater facilities, pipes, culverts, manholes, inlets, curbs, ditches, streams, channels, and benchcuts; management of street sweeping and roadway debris removal; downtown street and sidewalk cleaning operations; water quality permit and watershed improvement program; floodplain management; community outreach and education; and the Stormwater Utility ordinance.
  • Responsibilities entail accountability based on measurable cost effective results for the substance, efficiency, productivity and quality of activities performed within assigned division.
  • Establishes objectives, plans and evaluates operations and the overall effectiveness of the Division's services.

Supervisory Responsibilities:

  • This position supervises approximately 50 employees including technical staff and field operations in the Stormwater Division and is responsible for the overall direction, coordination, performance and evaluation of division.  
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

Education & Experience:

  • Bachelor's degree from four-year college or university with major in civil engineering or related field; five to ten years’ experience in construction, maintenance and maintenance of stormwater facilities or related facilities and considerable managerial experience and/or training; or equivalent combination of education and experience.
  • Must be a Certified Stormwater Manager or obtain certification within 1st year of employment. Credentialed as an Envision Sustainability Professional (ENV SP) through the Institute for Sustainable Infrastructure is preferred or be able to obtain within 6 months of hire.  
  • Professional Engineer's license in the Commonwealth of Virginia preferred. 

Language Skills:

  • Ability to read, analyze, and interpret technical journals, financial reports, and legal documents.  
  • Ability to respond to inquiries or complaints from citizens, regulatory agencies, or members of the business community orally and in writing.  
  • Ability to effectively present information to management, public groups, and/or boards of directors.  
  • Ability to negotiate and resolve conflicts.

Reasoning Ability:

  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret and deal with an extensive variety of variables.  
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variables. 

Certificate, Licenses, Registrations:

  •  Must be a Certified Stormwater Manager or obtain certification within 1st year of employment.
  • Professional Engineer's license in the Commonwealth of Virginia desired.
  • Must possess a valid appropriate driver's permit issued by the Commonwealth of Virginia.

Compensation

  • Salary is $70,296.72 - $112,474.96 annually.
