ICLEI - Local Governments for Sustainability U.S.A., a membership association of local governments focused on climate protection and sustainability, seeks a dynamic, experienced State Manager to lead ICLEI's California Office, based in Oakland.
The mission of ICLEI is to build, serve, and drive a movement of local governments to advance deep reductions in greenhouse gas emissions and achieve tangible improvements in local sustainability.
Position Overview:
The State Manager will oversee and implement the ongoing strategy and development of ICLEI's State scope of work and advance strategic alliances with local and state governments, non-profits and foundations to optimize the resources and services ICLEI provides to local governments in California.
The State Manager will supervise the existing ICLEI California Team as part of the overall responsibility for the effective delivery of ICLEI's emissions reduction activities in the region. The position will also take a lead role in furthering ICLEI's presence in the state and ability to support and grow the membership there.
The job will be primarily based at the ICLEI U.S.A. California Office, in downtown Oakland. The position will require travel throughout the state.
Responsibilities:
Specific duties include:
- Drive the California Office's strategic planning and business development efforts.
- Actively seek and pursue strategic funding opportunities through various sources to continue and expand ICLEI's work in California.
- Oversee the CA Team and their various project workplans to ensure completion on time and within the allocated budget
- Establish and manage relationships with regional governments and appropriate state government agencies and offices responsible for implementing climate and energy policies within the state.
- Lead efforts to link state and local climate policy development.
- Organize state wide and sub-regional workshops and trainings for local governments, state agencies, and funders.
- Represent ICLEI and its member communities at state and regional climate protection meetings.
- Maintain an active knowledge of regional developments in the fields of climate change, emissions reduction, alternative fuels, energy policy, and other relevant areas.
Qualifications:
Eligible applicants will possess advanced knowledge of or experience working with local governments on the topics of climate, energy, and/or other sustainability initiatives. ICLEI prefers candidates who hold an advanced degree in a technical, planning, or policy-related field and have at least 5 years of work experience in energy/climate, planning, transportation, waste, urban environmental issues, or related fields OR who hold a BA/BS degree and possess 7 years of relevant experience.
Applicant must possess excellent analytical, organizational, interpersonal, work planning, communications, and writing skills; and be able to manage a team of multiple staff; and be willing to travel, as necessary. Ideal applicants will possess extensive knowledge of local and regional planning and politics.
Other Desirable Qualifications Include:
- Exceptional relationship-building skills and political sensitivity for working effectively with local government staff, elected officials, and funders in the region;
- A successful fundraising track record;
- Work and/or volunteer experience with local government and national environmental nonprofit organizations;
- An existing, solid network of key decision makers within state and local governments involved in climate protection and sustainability in the State of California
- Strong familiarity with AB32 and other state level policies and legislation
- Strong computer background, with experience in quantitative software programs, including database programs;
- Clear understanding of how to conduct a greenhouse gas emissions inventory and implement various emissions reduction programs;
- Demonstrated public speaking experience with high-level audiences;
- Experience supervising professional staff;
- Ability to work with a high level of independence; and
- Familiarity with the ICLEI Local Government Emissions Analysis Protocol

Compensation: Initial salary placement is based on ICLEI's compensation plan for managers, with a starting salary of $70,000 commensurate with experience. This is a full-time, regular position that includes ICLEI's excellent benefits package.
