The New England Fishery Management Council (Council) manages fishery resources that are primarily in the U.S. Exclusive Economic Zone in the New England region (Maine through Connecticut).

Position Overview:

The New England Fishery Management Council seeks candidates for the position of Social Impact Analyst. The Social Impact Analyst will be responsible for analyzing the social and fishing community impacts of fishery management actions considered by the Council. Candidate will prepare written sections of Council documents containing background descriptions of the human environment and, impact analyses to address various statutory requirements for fishery management actions.

The successful candidate will have an opportunity to further develop professional skills in the preparation of documents supporting fishery management actions and NEPA documents for public natural resource management actions. Candidate will work closely with the Council staff as well as other professionals from the states, federal government, fishery user groups and academic institutions. Successful performance in this position will prepare the candidate for increased responsibilities in state or federal natural resource management agencies.

Responsibilities:

The Social Impact Analyst, under the direction of a senior staff member, will:

  • Assist in the preparation of documents including Environmental Impact Statements and related documents for fishery management plans.
  • Coordinate analyses and activities with social scientists from other state and federal management agencies.
  • Compile and analyze fisheries socio-cultural, socio-economic and other technical data (but not conduct economic analyses).
  • Clearly communicate findings to managers, scientists and the public both orally and in writing.
  • Prepare meeting summaries and assist in the conduct of public meetings.
  • Other tasks as assigned.

Qualifications:

Qualifications:

Ph.D. or M.S. in an applied field of anthropology or sociology, or with a minimum of 2 years of work experience in preparing social impact assessments for regulatory actions or conducting applied research in the social aspects of natural resource management.

Analytical skills:

Ability to research and analyze pertinent data and an understanding of relevant information sources including academic literature and government databases. Demonstrated quantitative and qualitative data analytic and technical writing skills are required. Desired computer skills include familiarity with accessing Oracle databases, and solid understanding of Microsoft Office software packages. Ability to coordinate analyses of multiple projects at the same time.

Communication skills:

Strong interpersonal and writing skills. Ability to synthesize technical information from a variety of sources. Demonstrated ability to work independently and meet deadlines.

Compensation: Salary Range: $55,000-$65,000 annually (compensation package includes health care coverage and IRA-SEP retirement plan)
