The National Renewable Energy Laboratory (NREL), located in beautiful Golden, Colorado, is a leader in the U.S. Department of Energy's effort to secure an energy future for the nation that is environmentally and economically sustainable.

Position Overview:

NREL provides analytical and strategic planning support to the DOE Office of Energy Efficiency and Renewable Energy. NREL assists DOE decision makers in making more informed strategic R&D portfolio optimization decisions. This position will perform advanced energy-related analysis in the broad context of energy security, environmental stewardship and economic prosperity to inform EERE strategic planning and multi-year portfolio decisions.

The incumbent will work independently, in consultation with NREL Senior staff and management, to integrate and interpret results, and communicate the resulting information in briefings, presentations, and publications. The position will lead analytic teams on high profile, complex tasks and interpret results to provide decision support for NREL, DOE/EERE and US stakeholders. The position will also plan and perform specific task-related analysis with limited guidance.

Responsibilities:

Duties include, but are not limited to, coordination and direction for the following activities on a system/DOE complex-wide basis:

1. Provide energy-related analytic and strategic planning leadership. Perform and lead analyses of energy technology, system, market, policy, and environmental issues, particularly related to informing energy R&D program strategic planning and portfolio optimization. Lead/mange multiple moderately complex tasks. Delegate as appropriate to internal staff or personnel at external program partners/enterprise members. Serve as day- to-day liaison to assigned counterparts and fulfill information requests. Build and maintain effective relationships with assigned counterparts, DOE, and other key program partners and stakeholders. Document methods and assumptions and prepare reports for DOE internal use or publication.

This position will be responsible for defining effective approaches to address a variety of analytic issues important to informing EERE strategies, technology program planning, and R&D portfolio optimization, for developing specific analytic project plans, and for directing and ensuring the execution of these plans. These analyses will involve leading the efforts of teams at DOE national laboratories (including NREL) and other institutions as appropriate. These activities will draw on the incumbent's knowledge of state-of-the-art analysis tools and methods, knowledge of EERE technologies and program activities, as well as on the ability to lead the development of new methods and tools as appropriate. These activities will also rely on the incumbent's experience in project leadership and management. (40%)

2. Interpret and integrate analytic studies and R&D plans. This position will make significant contributions in the area of reviewing analyses and R&D plans, integrating the results of various studies and plans, articulating their implications for NREL's and EERE's energy program planning and management, often in time sensitive situations. (40%)

3. Develop energy-related analytic and strategic planning capability. This position will develop nationally recognized analytic capability in select areas critical to the advancement of the understanding of the potential contributions of EERE technologies to the nation and globally. Examples of possible areas include: market adoption characterization utilizing state of the art approaches (e.g., geospatial analytics, uncertainty analysis) and energy R&D portfolio optimization techniques applicable to national energy planning. (20%)

4. Follow all ES&H policies and procedures to ensure and maintain a safe working environment.

Qualifications: 

Required Education and Experience:

Relevant Doctoral Degree and 12 years experience or equivalent relevant education/experience.

Additional Basic Required Knowledge, Skills and Abilities:

Demonstrated experience in energy efficiency and renewable energy technologies, systems analysis, markets, policy analysis, or energy planning at a regional or state level. Strong background and knowledge of energy technologies and their applications, energy R&D programs and portfolio management, and energy markets. Demonstrated leadership, including strategic planning, team leadership, and project management. Demonstrated analytical background, including significant publications related to energy analysis. Excellent communication and interpersonal skills. Demonstrated experience in managing projects of moderate complexity and impact. Demonstrated knowledge of practices, techniques, and problem solving methodologies in project and organizational planning. Demonstrated team, task, or project leadership abilities.

Preferred Qualifications:

Masters degree in economics, mathematics, statistics, engineering, operations research, or a related energy or environmental field, plus 12 years relevant experience. Significant experience in energy and environmental issues. National level recognition in energy analysis research or energy-related planning.
