Position Overview:

NREL provides planning and analysis support to the DOE EERE's Office of Planning, Budget, and Analysis, as well as strategic planning support to EERE leadership. This mid-level position will support EERE planning and budget-related analysis activities. This position requires broad knowledge of renewable energy and energy efficiency technologies, an ability to advance multiple projects simultaneously, and the ability to work with a diverse set of individuals across a large organization. Optimal candidates would work well in dynamic group settings.

Responsibilities:                                  

Develop planning tools and conduct analyses to add value to DOE's and NREL's planning and budget processes. Contribute to NREL and EERE strategic planning and multi-year program planning efforts. Coordinate planning activities between DOE and NREL. Work with individual clients as necessary to analyze information based on the client's needs and requirements, and help design creative user-interfaced tools based on data/analyses. Assist EERE in conducing the analysis that underlies the portfolio's and programs' performance measures and goals. Maintain exemplary attention to environmental safety and health issues.

The candidate will be located in Washington, D.C., working as a team member with staff in NREL's DC office, having day-to-day contact with the DOE customers. This position will report to the Program and Strategic Decision Support office, and will also work directly with NREL staff in Golden, CO.

Examples of tasks that may be part of the successful candidate's job:

  • Manage a portfolio of planning-related tasks: identifying NREL experts and qualified subcontractors to complete the work with the excellence NREL is known for.
  • Develop planning-related tools like a web-based planning calendar, a reporting requirements guide and an annual operating plan template.
  • Design and facilitate annual planning activities across the EERE portfolio.
  • Communicate with EERE programs about planning and analytical needs.
  • Develop spreadsheets and other statistical tools that enable research and development (R&D) project managers to estimate near-term performance measures and mid-term goals.

Qualifications: 

Required Education and Experience:                                       

Relevant Master's Degree and 6 years experience or equivalent relevant education/experience.

Additional Basic Required Knowledge, Skills and Abilities:           

Experience analyzing energy issues and technologies. Demonstrated knowledge of practices, techniques, and problem solving methodologies in project and organizational planning. Strong computer skills, including use of standard office software, analysis using spreadsheet software, and use of online databases. Strong interpersonal, communication (oral and written), and teamwork skills.

Preferred Qualifications:

Strong project management skills and demonstrated independence and creativity in designing and carrying out relevant projects. Strong meeting and planning facilitation skills. Masters degree in public policy, public administration or related field.
