Description
Duties:
Direct activities to strengthen Water User Associations (WUAs), as NGOs using sound democratic and business practices, and improve their technical ability to manage the water delivery and allocation systems.
Manage start-up and oversee a complex project to provide technical assistance in the development of WUAs, institutional development training and support for newly formed WUAs, and a small infrastructure improvements program for WUAs.
Coordination with other USAID project activities will be an important aspect of the project as will the development of agricultural-related functions for the WUAs, and will be designed so as to maximize agribusiness assistance for WUAs and their members.
Qualifications:
- director must have relevant technical expertise to support project activities and senior level experience with all aspects of the design and management of international level projects,
- the ability to work with and communicate effectively with a diverse group of people (e.g., community members, various government officials), and the ability to develop effective partnerships and working relationships with local partners and other international development assistance providers
- must be well-organized,
- able to work both independently and as part of a team,
- prioritize multiple tasks to meet deadlines,
- and be flexible in responding to changing project needs
- undergraduate degree and 10-15 years of related professional experience or
- graduate degree and 7-10 years related experience with 3-5 years of international experience
- (note: advanced degree in environmental science or studies, natural resources, international relations, or a related field desirable);
- management and program design experience in Central Asia or countries with comparable development conditions;
- language proficiency in Russian or regional language;
- experience working on USAID-funded projects;
- demonstrated ability to design and deliver training;
- experience with gender mainstreaming in community-based projects;
- and experience with grant programs, i.e. developing guidelines, and working with prospective and selected grantees
Terms:
Based in Central Asia.
Travel required up to 12 weeks per year to regional project sites.
