The Oregon Department of Environmental Quality has a full-time opportunity available for an UIC Senior Hydrogeologist (Natural Resource Specialist 4) in Portland, Oregon.

There are three DEQ regions (Northwest, Western, and Eastern); this position is in the Northwest Region. The regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public. What you will do!

  • You will serve as the senior hydrogeologist and lead groundwater technical expert for the underground injection control program statewide, as well as serve as an agency expert on implementation of Oregon’s groundwater quality protection rules.
  • You will be responsible for developing complex water quality permits protective of groundwater from underground injection activities by reviewing complex groundwater issues associated with UIC systems, hydrogeologic characterization data, monitoring data, and permit application documents.
  • You will provide technical support regarding cross-program implementation issues.
  • In addition, you will provide the signature and professional stamp by a state registered geologist, as required by state statute, for documents such as groundwater monitoring plans and treatment system plans.

What are we looking for?

Minimum Qualifications:

  • Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 4 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable).
  • At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
  • Current registration as an Oregon Professional Geologist.
  • Candidates who are most competitive will also reflect the following:
  • Experience in modeling a variety of simple to complex groundwater flow, fate, and transport problems.
  • Experience with UIC rules and regulations.
  • Experience evaluating and providing recommendations on complex technical and regulatory situations.
  • Experience in writing and/or implementing water quality permits.
  • Experience in documenting policy decisions for programs implemented for compliance with federal and/or state environmental laws.
  • Demonstrated proficiency in data management and analysis, statistics, GIS, and modeling.
  • Excellent verbal and written communication skills; ability to work with diverse stakeholders and communicate technical information to staff, many sectors of the public, and other natural resource agencies; professional-level presentation acumen.
  • Demonstrated project management experience.

Working Conditions: 

Work is performed in a professional office setting. Periodic in-state and out-of-state travel will be required for meetings, conferences, training, and consultation with DEQ program staff and other agencies. Some field visits to sites with UIC systems may be necessary. Evening work may occur for public meetings and hearings. Must have a valid driver’s license.
