Position Overview  

The Judicial Council of California, Real Estate & Facilities Management, has an opening for a Senior Facilities Analyst in the Environmental Compliance and Sustainability unit.

This position will be responsible for the programmatic and technical management of the Judicial Council's environmental compliance and sustainability program including the identification and management of energy efficiency projects that improve compliance; heating, ventilation and air conditioning (HVAC) improvements related to sustainability and compliance; hazardous material and waste management; and other compliance/sustainability activities related to courthouse operations. The environmental compliance and sustainability work includes both capital projects and existing facilities.

Environmental Compliance and Sustainability is responsible for the Judicial Council's sustainability program. The Senior Facilities Analyst will be responsible for identifying energy efficiency opportunities that compliment compliance efforts, particularly related to air quality issues, as well as reduce long-term utility costs.

Environmental compliance includes, hazardous material and waste management. This includes under/above ground storage tank maintenance and inspections and hazardous waste management.

Note: The successful candidate will be expected to work in the Judicial Council's Sacramento office. 

Responsibilities 

  • Provide program management of environmental compliance and sustainability program, including identification of projects, project management, budget management, program tracking and reporting/indices for determining success
  • Provide technical expertise, analysis, rule/policy interpretation and determine required actions for sustainability and compliance related issues that arise related to courthouse operations.
  • Develop branch-wide policies, procedures, and operating guidelines to comply with frequent changes to applicable laws and regulations for sustainability and compliance related purposes.
  • Provide contract management for all aspects of contracts with environmental consultants including writing of RFP's, evaluating proposals, selecting consultants, approving invoices and managing execution and amendments.
  • Review environmental compliance requirements, identify requirements that impact sustainability options and determine best course of action given compliance and sustainability goals.
  • Obtain and provide oversight for contracts related to environmental programs including managing and approving Compliance Deliverables.
  • Develop and implement environmental compliance plans for hazardous waste and material management.
  • Provide ongoing environmental compliance and sustainability training to the Judicial Council staff, on-site service providers and the courts, as requested.
  • Participates in legislative initiatives related to environmental issues by attending environmental initiatives conferences, participating in legislative studies affecting branch environmental programs, attending legislative development sessions, and proposing legislative changes by advisory committees. 

Minimum Qualifications 

  • Bachelor's degree and 5 years of professional level experience in the assigned field.
  • Additional directly related experience and/or education may be substituted on a year-for-year basis. 
  • Possession of a Bachelor's degree in a directly related field such as environmental science, biology, engineering, real estate, etc., may be substituted for one of the years of required experience. 

OR 

  • Two years as a Facilities Analyst, in the assigned field, with the Judicial Council of California or other California state government entity. 

Licensing and Certifications: 

  • Valid driver's license, as assigned. 
  • Environmental management certifications, as assigned. 

Compensation: $5,917 - $8,876 per month.
