UCS is a partnership of citizens and scientists working to preserve our health, protect our safety, and enhance our quality of life. UCS was founded in 1969 and currently has a membership of over 60,000, a staff of 100, and offices in Cambridge (MA), Washington (DC), and Berkeley (CA). 

The Union of Concerned Scientists is seeking a Senior Energy Analyst/Advocate to focus on renewable energy issues in the Northeast. The Analyst will undertake research and advocacy in support of renewable energy and climate policies. Candidates must have a strong background in the energy field.

Responsibilities: 

Under the direction of the Clean Energy Program Director, lead efforts to advance policy and market support for clean energy development in the Northeast, with a focus on renewable energy technologies. Develop project strategy, objectives and implementation plan. Integrate technical research and analysis, outreach, and advocacy activities.

Work with regional coalitions; provide technical and strategic assistance to policymakers, opinion leaders and coalition partners. Prepare regulatory and legislative comments and testimony; represent UCS, its philosophy and positions at various public forums. Coordinate activities of any assigned staff and multiple consultants and manage administration of consulting contracts and budgets.

Working closely with Northeast Climate Policy Coordinator and other climate campaign staff, provide support for the development and implementation of effective global warming policies and strategies in the region, with emphasis on electricity sector issues and the integration of climate and technology policies. Provide technical advice and guidance to outreach and advocacy staff. 

Basic Knowledge: 

Position requires comprehensive knowledge of energy field, with emphasis on renewable energy, including technologies, policies and markets, their environmental and economic ramifications, generally acquired through completion of a master's degree program in Science, Engineering, or related field, or equivalent experience.

Project management skills and experience required. Also needed is a familiarity with general economic and environmental concepts and issues. Familiarity with global warming issues and policy, and emission cap-and-trade policies especially helpful. Understanding of renewable energy technologies, energy efficiency, electric industry operations, markets, and regulation is essential. Excellent skills in public contact, negotiation, and speaking are required. Proficiency in personal computer applications, including spreadsheet, word processing, and web research, is necessary. Familiarity and experience with electricity modeling techniques is also very helpful. 

Experience: 

Work requires at least five years of progressively responsible experience in energy analysis and advocacy. At least six months of on-the-job training is needed to become familiar with UCS organization, philosophy, sources of foundation support, programs, and constituencies. 

Preferred Skills and Experience: Detailed understanding of renewable energy technologies, electric industry operations, regulations, and legal framework, and electricity modeling techniques. Prior experience with advocacy before government agencies and policy-making bodies preferred.
