The BlueGreen Alliance (BGA) seeks qualified candidates for the position of Research & Policy Analyst for Vehicle Standards in our clean transportation program.

BGA was formed in 2006 by the United Steelworkers and the Sierra Club in recognition that the future of working people and the health of the environment are inextricably linked. Job Summary:

BGA seeks a dynamic professional to join our team as Research & Policy Analyst for Vehicle Standards. The Vehicles Research & Policy Analyst works primarily on research and policy analysis supporting BGA’s advocacy on vehicle standards for light duty vehicles, heavy duty vehicles, and fleets at the federal and state levels. The analyst will develop deep expertise on clean vehicle supply chains, EV manufacturing, and consumer behavior.

The analyst will also drive research that will undergird BGA’s actions and positions on vehicle standards and rulemaking processes, including EPA’s ongoing heavy duty GHG/NOx rule and future light and heavy duty rules at the national level, as well as the expansion of the Advanced Clean Truck (ACT) and Advanced Clean Fleets (ACF) rules at the state level. This position will operate at the nexus of BGA’s federal policy team, state policy team, and research team to develop analysis that will inform BGA and partner advocacy efforts on vehicle standards and opportunities to codify labor protections at the state and federal level.

Note: This position reports to the Research Director and collaborates closely with the federal Transportation Policy Advisor, and members of the state organizing team.

Duties and Responsibilities:

  • Conduct policy research and analysis, specifically in areas of the automotive supply chain, vehicle efficiency, transportation emissions, and the impacts of vehicle regulations on the EV market;
  • Collaborate and communicate effectively with BGA staff, partners, contractors, and consultants to help shape data collection and drive analysis on vehicle standards to address policy questions;
  • Participate actively in external coalitions and working groups to represent BGA partner priorities on vehicle standards ;
  • Remain up-to-date on vehicle regulatory proceedings at federal and state levels;
  • Develop and apply research methodology and identify necessary data sources;
  • Validate and fact check data to ensure quality and evaluate sources used to obtain data;
  • Develop materials including policy memos, briefs, white papers, reports, fact sheets, and presentations for internal and external audiences;
  • Work with supervisor to set and manage priorities;
  • Work with external consultants on specific research projects, as assigned;
  • Participate actively and positively on internal teams and working groups, leading and sharing information with other staff;
  • Exhibit a positive and respectful manner when collaborating with colleagues, partners and allies; and
  • Other duties as required.

Skills and Qualifications:

  • Bachelor’s degree;
  • 3 – 5 years experience in policy research and/or analysis;
  • Experience navigating federal or state rulemaking processes (transportation-related experience preferred, but not required);
  • Familiarity with current and prior vehicle standards at the federal and/or state level;
  • Familiarity with the policy landscape at the intersection of clean transportation and labor, including incentives for fleet electrification, mechanic and driver training certification, domestic and local manufacturing incentives, and the impact of on automation on workers;
  • Strong data analysis skills and familiarity with data testing and quality evaluation;
  • Strong attention to detail and process;
  • Strong written and verbal communication skills, writing experience;
  • Self-starting, highly motivated, able to follow directions, manage multiple tasks simultaneously, and see discrete projects through to completion;
  • Ability to work collaboratively on a team, strong interpersonal skills;
  • Willingness to continually learn new skills and tools, comfortable asking questions and collaboratively determining a good way to do a research project;
  • Strong commitment to economic, racial, and environmental justice; and
  • A deep commitment to the mission of the BlueGreen Alliance and a positive attitude with creative thinking and problem solving skills desired.

Additional Information: Salary range $55,000-$80,000; generous benefits package that includes medical and dental, 401k with company match, generous vacation and holidays, and a friendly work environment. Location of Washington, D.C. or Minneapolis, MN is preferred,  where the staff is working a hybrid work schedule in the office. This is a union represented position, represented by USW Local 2002.
