Research Analyst Policy and Outreach Overview: The overall goals of NEEP Policy, Outreach and Communications (POC) efforts are to:

  • Develop and maintain a positive environment for public policies and programs that promote energy efficiency and to;
  • Develop and maintain strategic relationships with NEEP initiative sponsors, allies and related regional and national energy efficiency organizations to support energy efficiency efforts in the Northeast.

Job Overview:The Research Analyst will assist NEEP's development of educational materials to inform policymakers of the role of regional energy efficiency to meet environmental, economic and other public policy goals.

The responsibilities of the Research Analyst include: conduct research, using analysis and analytical tools that supports policy outreach activities; assist in the preparation of reports, presentations and other materials to regional policy-makers, using the results of these analyses. The position may include using and updating the NEEP website and library materials.

The Research Analyst works with the Public Policy Outreach Manager and the Research and Evaluation Program Manager. This position reports to the Director of Policy and Outreach and is based in Lexington, Massachusetts.

Duties include:

  • Working with NEEP technical advisors and contractors to complete, document and otherwise internalize the results of policy and technical analyses performed in support of NEEP initiatives;
  • Tracking and updating of regulatory developments and requirements - both energy and environmental - in the NEEP northeastern states;
  • Drafting and/or assisting other NEEP staff in the preparation of effective presentations or other educational materials based on any of the NEEP policy analyses;
  • Cataloging, documenting and organizing the wealth of technical data that NEEP has acquired and assuring the overall quality of this data through, among other things, the documentation of sources;
  • Researching additional information to update and supplement NEEP's database regarding NEEP's regional initiatives and other related energy efficiency programs;
  • Assist NEEP staff to conduct cost-effectiveness analyses of NEEP's initiatives;
  • Coordinating with other NEEP staff activities as appropriate with other regional and/or national policy analysis effort;
  • Participate as a team member on NEEP Conference(s) and policy related meetings.

Qualifications:

  • Some experience in state or federal energy or environmental policy work;
  • Strong skills in quantitative analysis;
  • Familiarity with cost-effectiveness (benefit cost) analysis and other economic and environmental analysis tools.
  • Research experience;
  • Demonstrated excellent verbal and written communications;
  • Ability to take direction and coordinate work with others;
  • Proficient use of spreadsheets, word processing, database and Internet tools;
  • Ability to be an advocate for NEEP's mission and vision.
