Description

~ Portland Parks & Recreation Urban Forestry's mission is to manage and ensure Portland's urban forest infrastructure for current and future generations. ~ 

Position Overview

The Parks SDC Program creates the methodology for fee collection on new development to provide capacity expansion of the City's Parks system.

The Program Manager must have excellent analytical and communication skills; has formal program/project management knowledge and experience; has competencies particularly in the area of revenue collection, allocation, and reporting; and has knowledge and experience with public capital improvement and land acquisition programs.

Responsibilities 

  • The Park System Development Charge (SDC) Program Manager is responsible for planning, implementing and evaluating the Portland Parks and Recreation SDC Program.  
  • The Program Manager manages and directs the work of program staff and is accountable for attaining program results, while being actively engaged in efforts to build program support and coordinate program activities with internal and external program stakeholders.
  • The Program Manager directs, guides and protects the integrity of the SDC Program to see that it remains in compliance with State Statues and City Code.

Qualifications

The following minimum qualifications are required for this position:

  • Knowledge of and experience applying principles, practices and methods of program, administrative and organizational analysis.
  • Knowledge of and experience applying principles, practices and methods of budget development and management.
  • Ability and experience planning, organizing, managing and directing a variety of complex program functions and activities to achieve program goals and objectives.
  • Ability to understand, interpret, explain and apply law, regulations, ordinances and policies applicable to program responsibilities.
  • Ability to exercise independent judgment and initiative within established guidelines.
  • Ability to work with and coordinate program activities with diverse stakeholders (include information about any work you have done with under-served communities of color) and facilitate development of partnerships and multi-agency/multi-organization agreements.

Compensation: Salary is $5,773.00 - $7,708.00 Monthly.
