Position Overview

Berkeley Lab’s (LBNL) Biosciences Area Office (BSAO) has an opening for a Program Manager to support the leadership of the U.S. Department of Energy (DOEBiological and Environmental Research (BER) Ecosystem & Networks Integrated with Genes & Molecular Assemblies (ENIGMA) Science Focus Area (SFA), DOE Biopreparedness Research Virtual Environment (BRaVE) Phage Foundry, and the DOE Energy Earthshot Research Center (EERC) Center for Restoration of Soil Carbon by Precision Biological Strategies (RESTOR-C) programs. 

In this role, you will serve as the lead overseeing and managing outreach for each project including website development, preparation of project progress reports and presentations, facilitation and organization of research meetings, symposia, and workshops. This will include preparation and coordination of meetings/workshops with partner institutions, program scheduling, and resource management. You will have the opportunity to collaborate with researchers, administrators, and resource analysts from other national laboratories and academic research institutions to develop and manage subcontract arrangements.

Note: This position has an anticipated start date of January 2, 2024. 

What You Will Do:

  • Serve as the lead overseeing and managing program outreach.
  • Use specialized knowledge of project management concepts, practices, and techniques.
  • Synthesize data and generate reports from a variety of sources into a concise summary or conclusion.
  • Create timely tracking of scientific and technical milestones to ensure projects meet all goals and deliverables.
  • Partner with budget and procurement teams to coordinate proposal and subcontract development/renewals and submissions.  
  • Draft and assist in the development of Memorandums of Understanding (MOUs).
  • Collaborate with scientists and data management teams to implement processes for scientific communication and data dissemination that maximally serve the projects and provide metrics for project success.
  • Triage complex and sensitive issues, develop and recommend solutions, determine appropriate course of action, and execute accordingly. 
  • Coordinate and manage all aspects of high-level meetings, visits, workshops, and seminars including scheduling, audio/visual arrangements, agenda, event approval, and food service. 

What is Required: 

  • A Bachelor’s Degree (or equivalent knowledge/training) in Science, Engineering, Business, Project Management, or a related field and a minimum of 2 years of program administration, planning, and budgeting experience or an equivalent combination of education and experience.
  • Experience with budget management including setting up budgets, retrieving costs, and creating cost reports for multiple complex projects.
  • Experience in all aspects of project/initiative planning, scheduling, budgeting, tracking, execution, and managing multiple projects with short deadlines.
  • Demonstrated analytical skills including the ability to identify issues, problem solve, troubleshoot, and recommend solutions.
  • Strong computer skills including high proficiency with MS Office Suite, Google Applications Suite, and project management tools for scheduling and tracking such as Smartsheet or MS Project. 
  • Demonstrated interpersonal skills including experience interfacing with all levels of personnel both internal and external to an organization with a high degree of professionalism, discretion, and confidentiality.
  • Excellent oral and written communication skills including experience compiling and producing professional high-quality, error-free documents, reports, and presentations on complex subjects for technical and non technical audiences. 

Desired Qualifications:

  • Certified Associate in Project Management (CAPM).
  • Scientific training or academic coursework in STEM fields.
  • Experience managing scientific projects in a large, multi-center setting.
  • Knowledge of administrative operations support including travel, procurement, event coordination, and document preparation.

  • This is a full time, exempt (monthly paid) from overtime pay, 3 year (benefits eligible), Term appointment with the possibility of extension up to a maximum of 5 years total or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.
  • This position is expected to pay $88,560 - $110,700 per year which fits within the full salary range of $88,560 - $149,448 per year for job code Z10.1. Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.
  • This position will involve access to hardware, commodities, and technical information subject to export control regulations including, but not limited to, the Export Administration Regulations ("EAR") and/or International Traffic in Arms Regulations ("ITAR"). Accordingly, any hiring decision may depend in part on Berkeley Lab’s ability to obtain or rely on federal government authorizations as required, if you are not a U.S. citizen, lawful permanent resident of the U.S. (“green card holder”), asylee, refugee, or other qualifying protected individual as defined by 8 U.S.C. 1324b(a)(3).

  • This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA 94720. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
