ISC provides practical, results-oriented assistance to communities, nongovernmental organizations (NGOs), businesses, and government agencies, and leaves behind sustainable institutions able to build on project impacts.

Since its founding in 1991 by former Vermont Governor Madeleine M. Kunin, the organization has managed 73 projects in 21 countries totaling $117 million in funding from U.S. government agencies, international NGOs, private foundations, and individual donors. ISC now has seven offices with a total staff of 70.

Position Overview: 

ISC is looking for a Program Manager to manage a civil society strengthening component of a major citizen engagement program in Thailand.   Ideal candidate will be a specialist in civil society/governance and demonstrate the ability to develop critical relationships with Thai organizations, donors, and other stakeholders.

The program manager will ensure effective and responsive capacity-building services to civil society organizations (CSOs) participating in the project, and will act as a facilitator to connect different components of the project and participating CSOs to maximize learning and sustainability. 

The program manager will be responsible for managing all capacity building activities for CSOs within the project, including identifying needs in consultation with program staff and partners, coordinating with program partners and others providing capacity building services, and creating and implementing non-traditional interventions for CSOs.  The program manager will develop and manage grant making programs for both national and local CSOs.  The position ensures accurate and timely monitoring and evaluation activities to track and report on CSO progress in institutional development and advocacy. 

Qualifications:

  • A minimum of 5 years mid- to senior-level civil society experience, preferably in Southeast Asia, in designing and implementing international programs that present innovative approaches to: increasing citizen participation in public policy decision making; CSO capacity development; organizational development; participatory development planning an issue-based advocacy; and policy dialogue;
  • Strong prior experience managing civil society training programs and/or providing technical assistance to CSO organizational development;
  • A good knowledge of CSO sector development issues in Thailand;
  • Experience in complex and challenging work environments including in transitional or developing countries;
  • Ability to develop and sustain close relationships with program partner organizations, USAID missions, host government officials, and a wide range of national CSOs;
  • Previous work experience developing CSO communication strategies and/or strengthening the capacity of media and journalism;
  • Grant making experience ;
  • Technical expertise in CSO strategic planning, networking, fundraising, management, media use, financial management;
  • Must be fluent in English and Thai/Malay a major plus.
