The International Council on Clean Transportation is a nonprofit organization whose purpose is to dramatically reduce conventional pollutant and greenhouse gas emissions from personal, public and goods transportation in order to improve air quality and human health, and mitigate climate change. The Council is made up of leading government regulators and experts from around the world that participate as individuals based on their experience with air quality and transportation issues.

The ICCT promotes best practices and comprehensive solutions to improve vehicle emissions and efficiency, increase fuel quality and sustainability of alternative fuels, reduce pollution from the in-use fleet, and curtail emissions from international goods movement. ICCT's dynamic and diverse staff support the Council from offices in Washington, DC and San Francisco, California. 

The ICCT is a small, fast growing environmental NGO focused on addressing climate change and air pollution from the transportation sector. We work closely with governments in the top 10 vehicle markets around the world (US, Europe, Japan, Mexico, Brazil, India, China, and South Korea) and serve as an international best practices center for air pollution and climate change emissions from the transportation sector.

Position Overview: 

We are seeking an energetic person with excellent analytical skills to build upon a set of activities in low carbon fuels including biofuels.  The primary focus of this new position will be to work with government officials, and stakeholder groups, from the United States, Europe, Canada, and elsewhere to develop state, national, and international policies and regulations that reduce greenhouse gases from transportation fuels, ensure the sustainability of alternative supplies, and stop the development of high-carbon fossil alternatives. 

The program lead will also oversee and support initiatives on cleaner conventional fuels, including sulfur reduction to enable use of cleaner vehicle technologies and  the elimination of dangerous metal-based and other fuel additives.  This will be a new position; hence we are looking for someone with sufficient experience to build this program area.

Responsibilities: 

The program lead's tasks will include:

  • Managing in-house and consultant projects evaluating the low carbon fuels standards from technical, economic, and policy perspectives.
  • Evaluating, lifecycle greenhouse gas and economic impacts of different fuel pathways, facilitating communication and collaboration between regulators, policymakers and other stakeholders, and helping them develop politically feasible solutions to policy barriers.
  • Developing and implementing an outreach strategy to advance ICCT's policy recommendations within the key international and national policy forums. Outreach activities range from making high-level policy-maker briefings to organizing workshops to talking to the media.

Qualifications:

The ideal candidate will have a strong technical background, knowledge of air quality, climate change and transportation issues and a minimum of 2 years. A master's degree in environmental and natural resource economics, engineering, or environmental science is preferred. Policy experience and a familiarity with economic analysis are highly desirable.

The position requires excellent quantitative, and research skills, along with strong written and verbal communications skills. The ideal candidate will be highly organized, self-directed, and creative and strategic in problem-solving and identifying policy needs. Fluency in another language is desirable, as is international experience or significant travels.

Compensation: Annual salary will be in the range of $75,000 to $105,000, depending on experience. A generous benefits package is provided, including a 403(b) retirement; health, vision, dental, and life insurance; and vacation and sabbatical policies.
