National Governors Association (NGA) seeks a senior candidate to direct the activities of the Energy & Transportation Program within the National Governors Association Center for Best Practice's Environment, Energy & Natural Resources Division (EENRD). The EENRD provides analysis and best practice examples on a range of issues, convenes policy advisors, develops publications, and coordinates opportunities for state-specific technical assistance and consultation.
The NGA Center has several high-level projects addressing energy and transportation policy which span the topics of energy efficiency, renewable energy, advanced clean coal, alternative fuels and vehicles, green jobs, transportation planning and finance and infrastructure development. The project team will tackle a wide range of policy, analytical and technical issues related to the above topics and work closely with high level state officials, experts from academia, industry and think-tanks, federal officials and others to identify leading challenges and opportunities, formulate options for state action and present findings.
Responsibilities:
The Program Director will supervise a small team of division staff and be responsible for directing and overseeing all aspects of project work, establishing and maintaining relationships with governors' staff, and working with the Division director on high- priority projects. Tasks will include the following:
- Provide leadership and vision, and manage staff to deliver high quality products and services to Governors.
- Organize, supervise, and coordinate project workflow on major projects.
- Manage consultant and sub-contract agreements with states and other organizations.
- Keep abreast of relevant state and national initiatives energy and transportation.
- Synthesize information and policy solutions developed at the state, local and international levels, or proposed by leading experts
- Supervise and guide staff work within the Energy & Transportation team and ensure appropriate integration with other EENRD and NGA Center efforts.
- Oversee funder relationships and ensure high-quality and timely deliverables.
Qualifications:
Master's degree strongly preferred. Must have strong experience in energy issues and familiarity with transportation policy and significant project and contract management experience. Significant state government and/or national policy experience also preferred. Candidates for this position must demonstrate the ability to:
- Manage multiple projects with multiple partners;

- Articulate complex ideas verbally in both informal and formal settings;
- Collaborate with others to solve complex problems;
- Fundraise and manage grants;
- Gather and analyze information; and

Compensation: Salary from mid-eighties,commensurate with experience with excellent benefits.
