Position Overview:

Groundswell is seeking a Program Associate for the DC Home Performance with ENERGY STAR Program (DCHP), an initiative that seeks to improve the comfort, safety and energy efficiency of D.C. homes and to support local businesses that perform this work. The Program Associate will support DCHP tracking and implementation and will work closely with the Program Manager, local contractors, and community organizations to help coordinate the success of DCHP.

Responsibilities will include providing information and support to participating contractors and customers; tracking effectiveness of program tactics; researching innovative energy efficiency and outreach programs and tactics and making recommendations for program expansion and enhancement; contributing to program planning; recording project progress in database and completing necessary data entry. The Program Associate will work on-site at the DC Sustainable Energy Utility.

This program is a full-time position through September 30, 2012, with a possibility for contract extension. Contract extension is dependent on performance and the renewal of Groundswell's contract with the DCSEU.

Responsibilities:

Contractor Coordination & Support (30%):

  • Assist with contractor training and coordination.
  • Communicate regularly with contractors and track progress of current home performance projects.
  • Support contractors with project and energy savings reporting and tracking.
  • Review and approve contractors' home performance work scope proposals to ensure accuracy prior to project completion.

Research & Planning (20%):

  • Research, synthesize, and create reports about innovative energy efficiency and outreach programs in order to stretch DCHP to consistently improve and achieve market success
  • Through tracking and analysis of different outreach tactics, help expand availability of DCHP programming to varied income groups.

Customer Generation & Relations (15%):

  • Work with the DCSEU call center and lead generation partners to create DCHP demand.
  • Assess effectiveness of demand generation techniques through analysis of outreach and engagement tactics.
  • Respond to customer complaints and coordinate resolution with contractors or other involved parties.

Administration (35%):

  • Record project progress in database and complete necessary data entry for project tracking.
  • Coordinate dispersal of incentives to contractors and homeowners.

Qualifications:

An ideal candidate will have the following qualifications, skills and experience:

  • Exceptional verbal and written communication skills
  • Knowledge of building science or construction (optional)

Compensation: Salary is commensurate with experience and competitive with senior management positions at early stage not-for-profits. Benefits include 403(b) retirement and matching, health, dental, and vision insurance, and 15 paid vacation days per year (starting).

Groundswell averages 14-16 paid company holidays (including all federal holidays and a week during winter holidays), adheres to a 37.5 hour work week with a compensatory time policy for over-time work, and, when job responsibilities allow, periodic flexibility in work schedule and location.
