The EPA Clean Energy-Environment State and Local Program is looking for an energetic individual to help State and Local Governments identify, assess and implement clean energy programs and policies.  This position provides an opportunity to work on a national voluntary program that is helping states and localities advance cost-effective clean energy strategies.

The Clean Energy-Environment State Partnership Program is a voluntary state-federal partnership that encourages states to develop and implement cost-effective clean energy and environmental strategies that help further both environmental and clean energy goals and achieve public health and economic benefits. Position Overview:

The position involves working with EPA's State Partners, local governments and policy experts to promote the use of cost-effective clean energy strategies that benefit the environment, economy and energy system.

Responsibilities include working directly with state officials, providing expert technical assistance to help them work through challenges, identify opportunities to design, implement and evaluate clean energy policies and implementation strategies.

Additional responsibilities include tracking state clean energy policies and trends, and identifying emerging issues and opportunities, including the role clean energy can play in meeting emerging state level climate change goals, meeting air quality standards, and strengthening state andlocal economies. The analyst also will become a national expert in one or more topic area.

Requirements:

The ideal candidate will have a strong analytical background, excellent organizational skills, be able to work independently as well as on teams, and be able to communicate effectively, both orally and in writing.

Preferred qualifications include experience working with senior state or local government officials to analyze and develop clean energy policies and programs or equivalent, knowledge of and experience applying analytical tools and methods to assess clean energy policies and quantify program outcomes, and knowledge of national clean energy and climate change programs.
