Description

~ Oregon Parks and Recreation Department's (OPRD) mission is to provide and protect outstanding natural, scenic, cultural, historic and recreational sites for the enjoyment and education of present and future generations. ~

The department operates Oregon's state parks through a headquarters staff in Salem and field regions. It is also responsible for Oregon's Recreation Trails, the Ocean Shores Recreation Area, Scenic Waterways and the Willamette River Greenway. The department was created as a branch of the Highway Department in 1921.

The 1989 Legislature created a separate Parks and Recreation Department, effective in 1990. Oregon's state parks are among the most popular in the U.S: their combined day-use and camping attendance of 39.6 million visitors (2001) consistently ranks the system among the ten most visited in the nation.

Position Overview

There is one (1) Permanent, full-time position with Oregon Parks and Recreation Department in the Operations - Stewardship Division located in Salem, Oregon.

This is a Management Service position that exercises supervisory authority over assigned staff. This recruitment will be used to establish a list of qualified people to fill the current opening and any future openings.

This position is included in a classification and compensation study of the state's managerial positions. Changes to its assigned classification and salary range may occur.

Responsibilities

The purpose of this position is to:

  • Direct and supervise the Stewardship Division, which includes Natural Resources, Cultural and Historical Resources, and Ocean Shores Sections.
  • Provide leadership and coordination of the various programs within the division's sections.
  • Develops and implements policies for programs in the division in coordination with the Department Director, Deputy Director, other division managers, region managers, resource management agencies and stakeholders to meet the agency's goal and objectives.
  • This position decides land stewardship priorities and direction after analyzing information, evaluating available resources and collaborating with staff and stakeholders.
  • Leads in major policy decisions relating to natural resources conservation and protection, forest management, ocean shores, and scenic waterways management, as well as cultural and historical resources management within park properties.
  • The person in this position would be a principal contributor to park planning and other program areas.

Qualifications

  • 3 years of management experience in natural resources management, biological studies, botany, zoology, wildlife management, forestry, forest ecology, marine sciences, environmental science or related fields in a public or private organization which included responsibility for each of the following:
  1. Development of program rules and policies.
  2. Development of long- and short-range goals and plans.
  3. Program evaluation.
  4. Budget preparation.

OR

  • 2 years of management experience in natural resources management, biological studies, botany, zoology, wildlife management, forestry, forest ecology, marine sciences, environmental science or related fields in a public or private organization which included responsibility for each of the following:
  1. Development of program rules and policies.
  2. Development of long- and short-range goals and plans.
  3. Program evaluation.
  4. Budget preparation.

AND

  • 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

OR

3 years of professional experience as a program/project leader in natural resources management, biological studies, botany, zoology, wildlife management, forestry, forest ecology, marine sciences, environmental science or related fields which included:

  1. Assigning and reviewing work of professional staff (e.g., engineers, etc.)
  2. Project responsibility for developing goals and objectives.
  3. Project evaluation.
  4. Monitoring and controlling or preparing a budget.
