The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting consumers and workers in the State of Oregon. The Building Codes Division, part of DCBS, adopts and enforces statewide building codes relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment.
Position Overview:
- This job announcement will be used to fill 2 limited duration job openings. These positions are scheduled to last through June 30, 2011.
The successful candidates will be dedicated to developing the structure in the state's construction codes necessary to support a significant reduction in carbon emissions and energy use by residential and commercial buildings. These individuals will serve as the primary experts in the department on residential and commercial energy efficiency code related issues, including construction methods, emerging technology, and newly developed products.
These individuals are an internal authority, and an external resource to stakeholders and the construction community. The policy questions are generally complex and may cross program lines, agency lines, and involve labor organizations, contractors, local jurisdictions, and other significant stakeholder groups.
These Policy Analysts represent the division on policy matters which require engagement with other agencies and jurisdictions, either solely or jointly in conjunction with program managers or the administrator, as circumstances dictate; assist the administrator and deputy in the development, analysis and document preparation of legislative materials related to energy efficiency; provide support, including testimony, for the division during the legislative session; and monitor international code development, federal legislation, and the development of new products and technology for the division.
Qualifications:
The successful candidate will at a minimum
- have a Bachelor's Degree in Business or Public Administration, Finance, Political Science, or a degree related to sustainable construction practices or energy conservation; and 5 years professional-level evaluative, analytical, and planning work; OR
- have a Master's Degree in a program related to sustainable construction practices or energy conservation; and 4 years professional-level evaluative, analytical, and planning work; OR
- possess a law degree and 1 year professional-level evaluative, analytical, and planning work.
Preference may be given to candidates who have experience in administrative law, policy development, energy conservation, and/or sustainable construction practices.
Desired Attributes:
- Experience performing research and conducting a variety of public forums including hearings and meetings.
- Experience analyzing energy conservation in construction practices.
- Skills in public speaking, analyzing and writing general, statistical, and technical reports.
- Knowledge of administrative and legislative processes.

- NOTE: Employment will be contingent upon the passing of a fingerprint-based criminal background check. Conviction of a crime will not automatically disqualify an individual from being considered for employment.
- These are newly established positions and are pending final establishment as Operations & Policy Analyst 4s.
Compensation: $61,812 - $86,688 Annually
