The Research & Technology Center (RTC) of the Maryland-National Capital Park and Planning Commission-Montgomery County (Department of Parks and Planning Department) , located in downtown Silver Spring seeks a talented professional to lead the Center's research team.

One of three sections in the RTC, the research team prepares information and analytic resources for the Planning Board, County Council and other county agencies. Specifically, the section forecasts official population, housing, and employment trends, conducts Census Update Surveys, and collects demographic, land use, and economic data.

Position Overview: 

The research manager heads a group of seven research planners who study demographic, development, housing, and economic trends in the county and the region. The researcher manager works closely with the RTC's Geographic Information Services (GIS) team to bring the power of the latest technologies to the division's work.

Responsibilities: 

Given the changing nature of Montgomery County , much of the research team's latest work focuses on affordable housing policy, growth management, and population trends. In its role of serving all of Montgomery County , the research team provides analysis upon request for elected and appointed officials, government agency staff, citizens, and new and expanding employers

The agency's research team plays a valuable role to both planning and parks departments. The team produces detailed trends analyses for master plans, corridor studies, park plans and more. Those studies serve as the backbone of many Planning Board initiatives and policies.

Among its high-profile work, the research team produces an annual housing market update, maintains a pipeline of approved development projects, conducts census update surveys and heads the biannual county Growth Policy.

Qualifications: 

A Master's degree in planning, public policy, geography, economics or related field is required with 3 years of increasingly responsible experience in performing research, public policy, and/or urban planning work within a closely related field such as transportation, housing or development.

Also requires at least 3 recent years including experience in administration of professional section or division, and supervision of professional staff.  Oral and written communication skills in Spanish desirable.   

This position may be filled at either of the 2 levels:

Master Planner: Master's degree in planning, architecture, parks, engineering, environmental science, public administration, or related fields and 6 years of progressively responsible professional level planning experience that included at least 3 years of project leadership and coordination experience; OR an equivalent combination of education and experience.

Planning Supervisor: Master's degree in planning, architecture, parks, engineering, environmental science, public administration, or related fields and 6 years of progressively responsible professional level planning experience that included at least 3years of supervisory experience or project leadership and coordination experience; OR an equivalent combination of education and experience.
