Job Description:
This position is with the Habitat Division of the Oregon Department of Fish and Wildlife (ODFW) and will be located in Clackamas. This recruitment will be used to establish a list of qualified people for this current vacancy only.
Salary negotiable commensurate with qualifications and experience. There will be a 3% increase in salary on 2/1/03.

The Habitat Division develops and coordinates implementation of the policies, plans, and programs necessary to maintain a habitat base to support the fish and wildlife population levels established by the agency mission and goals of the fish and wildlife divisions. Within an assigned geographic area, this position is the agency coordinator on highway transportation system planning, construction and maintenance projects to assure that functional fish and wildlife habitats are maintained or enhanced during these actitivities. The Coordinator evaluates ODOT (Oregon Department of Transportation) plans and develops agency positions and recommendations on these activties, provides technical advice to ODOT to promote environmentally sensitive project designs, aids in training ODOT staff about the habitat needs of salmon and other fish and wildlife species, and facilitates coordination on project-related issues.

Duties:
1)Provide technical consultation and advise ODOT design, construction, and maintenance staff of fish and wildlife habitat protection and restoration needs as these issues arise in ODOT project and activities. Coordinate and develop written agency recommendations to assure that fish and wildlife habitat needs are addressed adequately, contacting staff as needed from affected Department divisions, regions and watershed districts.

2)Coordinate with Department staff, Oregon Division of State Lands, US Army Corps of Engineers, National Marine Fisheries Service, and the US Fish and Wildlife Service to address fish and wildlife resource concerns on ODOT projects and assist ODOT in resolving concerns.

3)Provide technical, site-specific consultation to ODOT staff and contractors during the construction of fish and wildlife habitat migration or habitat improvement projects.

4) Participate with ODOT and department staff in adpative management of the ODOT culvert rermediation program to restore fish passage.

5) Assist ODOT in providing training to personnnel in fish and wildlife life history needs, habitat requirements, and other biological considerations, and Department policies and processes that should be considered.

6) Provide appropriate staff with reports of activities, accomplishments, issues, contacts and concerns and assure that these reports are submitted by grant/contract agreement deadlines.

7) Coordinate with the Department Statewide ODOT Transportation Program Coordinator to assure that all recommendations and advice are consistent with policies, guidelines and procedures related to habitat conservation and mitigation.

8) As requested by ODOT, inventory riparian and wetland resoruces associated with salmon-bearing or water quality limited waterways adjacent to ODOT facilities.

Qualifications:
Three years of biological experience in a fisheries or wildlife program. At least one year of the experience must be at the technical or professional level equivalent to a Natural Resources Specialist 2, performing activities such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND

A Bachelor's degree in Fisheries or Wildlife or a closely related degree in biological sciences, or three additional years of related experience.
A Master's degree in a related field will substitute for up to one year of the required experience and a Doctorate in a related field will substitute for up to two years of the required experience.

Minimum Qualification: M.S

Preferred Qualification: Ph.D
