~ The Department of Land and Natural Resources, headed by an executive Board of Land and Natural Resources, is responsible for managing, administering, and exercising control over public lands, water resources, ocean waters, navigable streams, coastal areas (except commercial harbors), minerals, and all interests therein. ~

The department's jurisdiction encompasses nearly 1.3 million acres of State lands, beaches, and coastal waters as well as 750 miles of coastline (the fourth longest in the country). It includes state parks; historical sites; forests and forest reserves; aquatic life and its sanctuaries; public fishing areas; boating, ocean recreation, and coastal programs; wildlife and its sanctuaries; game management areas; public hunting areas; and natural area reserves.

Position Overview

This posting is for the State of Hawaii, Department of Land and Natural Resources, Engineering Division. Responsibilities 

  • This position is responsible for serving as planner-in-charge of departmental geothermal resources management activities by conducting studies, performing analyses, preparing plans and coordinating activities related to the proper management of geothermal resources and development of geothermal energy in Hawaii.
  • Performs other duties as assigned. 

Qualifications

Legal Authorization to Work Requirement:

  • The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Knowledge:

  • Geothermal and/or mining industry and its operations, regulations, methods, terminology and practice;
  • Sources of pertinent information and literature;
  • Purposes, principles and practices of natural resources management;
  • Research and statistical methods and techniques used in natural resource management;
  • Governmental organization, programs and functions;
  • Report writing; and
  • Public relations.

Skills/Abilities:

  • Develop plans and recommendations for policies relating to geothermal or other mineral resource regulation and management;
  • Plan, organize, direct, coordinate and conduct pertinent investigations, planning studies or projects;
  • Understand, interpret, and apply statistical concepts and methods;
  • Deal tactfully, communicate effectively and maintain effective relationships with private organizations, interest groups, the public, contractors, legislators and/or other governmental agencies;
  • Write effectively and prepare reports;
  • Prepare and give presentations before groups;
  • Effectively participate in or conduct meetings;
  • Direct, review and evaluate work of others;
  • Develop and administer contracts; and
  • Prepare budgets and analyze financial information.

Education Requirements:

  • Graduation from an accredited 4 year college or university with major work in planning, natural resources management, public administration or related field;
  • Excess work experience as described in the Specialized Experience or any other responsible administrative, professional or analytical work experience which provided knowledge and abilities comparable to those acquired in 4 years of successful study leading to baccalaureate degree with a major in the specialized fields may be substituted for the required education on a year-for-year basis; and such scope, level and quality as to assure the possession of comparable knowledge and abilities.

Specialized Experience Requirements:

  • One year of progressively responsible and specialized experience in mineral resources management and its impact on cultural, environmental, socioeconomic and public safety, which included the collection and evaluation of an extensive variety of physical, social, economic and environmental data. 

The experience must show:

  • Actual involvement in and responsibility for the integration of information including the consideration of relationships among resources, facilities, services, needs and values for the development of policy options, alternatives for action, programs and priorities to meet goals and objectives;
  • Advising and assisting agencies and administrators on planning concepts and methods, providing technical information and analysis for the formation of plans and programming of plans; and,
  • Formulation and presentation of plans and policy recommendations including alternatives and consequences of alternative actions.

License Requirements:

  • Applicants must possess a valid license, type 3 or higher, to drive in the State of Hawaii.
