ICLEI - Local Governments for Sustainability U.S.A., a non-profit membership association of local governments working to achieve climate protection and other sustainable development goals, seeks a strong manager with experience in program development and management to guide the technical development of the STAR Community Index, a sustainable community framework.

The STAR Community Index has been initiated through a partnership between ICLEI - Local Governments for Sustainability (ICLEI), the U.S. Green Building Council (USGBC) and the Center for American Progress (CAP). The partnership was established to develop a framework for evaluating, quantifying, and improving the livability and sustainability of U.S. communities. The STAR benchmarking and recognition tool is inspired by the success of the Leadership in Energy and Environmental Design (LEED) Green Building Rating SystemTM developed by USGBC.

Position Overview:

The Manager of STAR Community Index Technical Development will be responsible for ensuring technical rigor, scientific validity, and cost-effective approaches for measuring and evaluating sustainability performance.

This position will establish the technical program, develop and manage the budget and schedule, oversee technical personnel, and collaborate with Technical Committees and consultants to engage industry stakeholders and experts in developing credits and measurement methodologies through a consensus-based process.

Responsibilities Include:  

  • Conduct research and comparative analysis of existing sustainability frameworks
  • Develop and manage projects with attention to budget and schedule, strategic planning, coordination, implementation, and evaluation
  • Manage the technical development and evolution of the STAR Community Index
  • Hire and manage staff, and procure and manage consultant services
  • Collaborate in the development of the STAR Business Model to achieve financial sustainability including resources, services and training to support implementation and certification to verify local government performance
  • Assist local governments in the identification and development of policies and projects to advance sustainable strategies, along with the development of a reference guide to support STAR implementation
  • Collaborate on the development of educational trainings, toolsand resources
  • Maintain an active knowledge of sustainability issues and indicators, emerging tools and models, and leading approaches
  • Represent ICLEI at meetings and conferences

Qualifications:   

Eligible applicants will possess advanced knowledge of or experience working with local governments on the topics of sustainability initiatives. ICLEI prefers candidates who hold an advanced degree in a technical or policy-related field and have at least five years of work experience in sustainability, energy/climate, transportation, waste, urban environmental issues, or related fields OR who hold a BA/BS degree and possess 5+ years of relevant experience. Applicants must possess excellent analytical, organizational, interpersonal communications and writing skills; and be able to work independently as well as collaboratively; and be willing to travel.

Other desirable qualifications include: 

  • Expertise in urban planning and design, sustainability principles, and government and industry related strategies for advancing sustainable community goals and objectives.
  • Familiarity with state-of-the-art sustainable community strategies, benchmarking tools, related codes.
  • Experience in project management, planning and research related to urban planning, urban design, climate protection or related field
  • Work and/or volunteer experience with local government
  • Technical expertise in quantifying the greenhouse gas emissions that result from the transportation, waste, and energy sectors; urban energy management; and/or urban environmental planning
  • Experience in workshop development and leading training sessions
  • Strong analytical and communication skills. Excellent interpersonal, phone, written communication, and public presentation skills
  • Works well independently and in collaborative environment.
  • Ability to manage workload and priorities and to work with demanding and competing deadlines.
  • Strong computer background in the PC environment

Compensation:

The hiring salary range for the Manager of STAR Community Index Technical Development position is $65,000-$80,000, commensurate with experience. This is a full-time, regular position with upward potential and excellent benefits package.
