Description

The Baltimore City Department of Planning, Office of Sustainability, is seeking a qualified individual to fill a 1 year contractual position to facilitate the update of the All Hazards Mitigation Plan and the development of a Climate Adaptation Plan for Baltimore City. The All Hazard Mitigation Plan and Climate Adaptation Plan will act as a community guide to improve public safety, minimize losses and create greater city wide resilience to a changing climate.

Responsibilities:

  • Serve as lead author and manage production of the Baltimore All Hazards Mitigation Plan and Climate Adaptation Plan.
  • Coordinate input from citizens, technical experts and public agencies to identify risks and establish clear goals and strategies to address risks.
  • Ensure that City climate activities complement related initiatives by other International, State, or Regional hazard and climate initiatives.
  • Develop educational materials to encourage citizen adoption of best management practices and changes in behavior to limit loss and assure safety.  
  • Manage data related to hazards and climate change to produce maps and tables that clearly show impacts and risks.

Qualifications: 

Required Knowledge, Skills and Abilities



  • Excellent communication skills. Ability to communicate a complex issues in a clear and focused manner.
  • Knowledge of disaster management and hazard mitigation plan development.
  • Experience with policy analysis, environmental planning and project management.
  • Able to make recommendations for guidelines and standards for plans and programs.
  • Experience speaking in public and managing public meetings.
  • Ability to collect and analyze hazard, threat, and consequence data, and the ability to efficiently prepare technical documents.
  • Knowledge of flood plain regulations and sustainable development practices.
  • Working knowledge of geographic information systems (GIS) and HAZUS hazard loss estimation software. 
  • Excellent writing skills and experience in writing grant proposals and reports.

Minimum Education and Experience:

  • Master's degree in Urban Planning, Environmental, or Emergency Management, or a closely related field from an accredited college or university and 2 years of experience performing urban environmental and sustainability planning work; or
  • Bachelor's degree in Urban Planning, Environmental, or Emergency Management, or a closely related field from an accredited college or university and 3 years of experience performing environmental and sustainability planning work.

Compensation: $45,000 - $55,000
