Position Overview

Managed Business Solutions is seeking a GIS Specialist II-(Climate Change emphasis) to support our on-site Program Team with the Bureau of Indian Affairs/Office of Trust Services, Division of Water & Power.

This is a full-time/salaried-benefited opening located in Lakewood, CO, which will help support work with the Climate Change Coordination office out of Washington DC.

Local candidates are highly preferred - no relocation costs will be covered. These openings are slated to begin on or around December 1, 2014 - we will begin conducting interviews as soon as possible. 

Responsibilities

  • Develop digital support tools and to provide technical expertise in the analysis of available GIS to support tribal and trust land managers to analyze potential climate impacts and local data to clarify climate risks to tribal resources and values.
  • Serve as the national technical expert for data sources and best practices for analysis of climate projection data to identify or minimize uncertainty from downscaling or other calibration/rectification challenges.
  • Work with the BIA IT systems, to recommend efficient systems, platforms and protocols to create and maintain a secure workspace for tribes working with their own data sets within the BIA servers and or products developed by the BIA, Tribes or other partners.
  • Act as the national technical expert for the evaluation of, use and/or training of practitioners in the use of digital decision support tools. 
  • The position will communicate directly with Tribal and Bureau professionals and addressing climate change challenges. 
  • Recommend best practices for analysis of climate data in the context of tribal goals and objectives for climate adaptation analysis and planning.
  • Potentially provide training and recommendations on digital tools and GIS tools to support tribes and trust land managers in the development of climate adaptation management options. 

Qualifications

  • Bachelor of Science in natural resources or discipline related to GIS.
  • 5 + years of experience in GIS or remote sensing analysis, or scientific/analytic field, background in climate change preferred.
  • Experience with ArcGIS software (10.0 or later preferred), ERDAS Imagine or other remote sensing software.
  • Familiarity with standards of practice related to climate change data source and analysis preferred.
  • Familiarity with federal or industry standards for climate change preferred.
  • Proficiency in MS Office.
  • Excellent communication skills both verbal and written.
  • Ability to speak in public and in training environments.
  • After the date of hire, a successfully adjudicated Moderate Risk Public Trust (SF 85) investigation will be required and will be a condition of employment.
  • Occasional out-of-state travel required.

Environment (Working conditions):

  • This position may require the movement of up to 10 lbs. 
  • This position will be mostly stationary requiring some movement around the office and frequent communication with others. 
  • The average working hours will 8 hours per day for this position.
