The Union of Concerned Scientists seeks a Finance Manager to act as our controller/operating budget manager and to manage our grants budgeting and reporting. We have an $8 million operating budget, 70+ employees and 3 office locations. More than half of our revenue is from foundation grants. We are looking for an energetic, knowledgeable, and accurate individual who works effectively both with people and with numbers. This position reports to the Director of Finance and Administration.

Summary of Responsibilities

Manages day-to-day accounting functions of the organization, including general ledger, accounts receivable and payable, payroll, and budget tracking. Manages cash flow among operating accounts and to/from endowment accounts and oversees internal controls relating to accounting, payroll, and benefits. Develops and documents accounting policies & procedures. Develops and produces internal financial reports. Responsible for accurate and timely required reporting to external entities. In addition the Finance Manager has a key role in the development of grant proposal budgets and preparing grants reports. Works with President, Executive Director, and Director of F&A to develop the annual budgets for operations, cash flow, capital and endowment. Assists the Director of F&A in the management of investments, purchasing, and contracting functions.

Basic Knowledge
Position requires formal accounting training - both in an educational institution and on-the-job - at the level normally needed to function as a controller. Skills/experience in budget management, grants administration, good computer skills and experience with a Windows accounting database in a network environment, Excel, and word processing are required. Knowledge of non-profit accounting, tax and related regulations and grants management required. Good verbal and written communication skills are essential, as are good organizational and time management skills. The ability to work independently to solve problems and bring projects to completion as well as the flexibility to work as part of a multi-office team is needed. Bachelor's degree in accounting or business or equivalent plus on-the-job accounting training in public accounting and/or business management is required; master's degree in business, public/non-profit administration is preferred.

Experience
Five years of relevant financial management experience is required, including at least two years at the level of controller or accounting manager, preferably in a non-profit organization. Successful experience in dealing with vendors, auditors, external funding entities, and staff from a variety of backgrounds is critical. CPA and/or public accounting experience desired, but not required.
