Description
Duties:
The Executive Director is the chief administrative officer of the California Association of Resource Conservation Districts (CARCD) and is responsible to the CARCD President and Board of Directors and implements Board policy.
The Executive Director is in charge of day-to-day operations and supervises the CARCD office and staff, coordinates CARCD programs and activities, provides assistance to the Association's RCDs and associate members, and represents the Association in dealings with agencies, elected officials, tribes and other organizations.
- Develops and maintains strong working relationships with California's Resource Conservation Districts (RCDs)
- Maintains an effective relationship with the CARCD President and Board and the California Organization of Conservation District Employees (CODE) leaderships.
- Develops and maintains strong working relationships, including but not limited to, the California Conservation Partnership [Natural Resources Conservation Service, EPA Region IX and the California Department of Conservation], the National Association of Conservation Districts (NACD), the California Association of Resource Conservation and Development Councils, the California State Legislature, State agencies and related staff, Congressional offices, federal agencies, the Governor's office, tribes, and other agencies and organizations working on common issues
- Plans, initiates and coordinates fundraising efforts for CARCD programs and operations, including grant and agreement development, dues and quota activities and other means of financial support for the organization.
- Assists in identifying and evaluating issues facing CARCD and Resource Conservation District.
- Coordinates strategic planning efforts to meet CARCD's organizational mission and initiates annual work plans, programs and activities to meet strategic goals
- Plans and carries out CARCD legislative education efforts at the state and federal level
- Coordinates events such as CARCD's Annual Conference and Business Meeting, annual Day in the Capitol, Board of Director meetings, Executive Committee meetings and standing and special issue committee meetings.
- Coordinates leadership development, education, training, and informational events for CARCD staff and Board members, regions as appropriate, as well as represents CARCD on planning committees for such activities.
- Represents CARCD with the public and the media on a variety of statewide and regional issue committees.
- Supervises and conducts performance reviews for CARCD staff.
- Maintains overall fiscal and contractual responsibilities in concert with the President and Board.
- Supervises office staff, including oversight of grant contractors.
Qualifications:
Skills, Knowledge and Abilities Needed for the Position:
- Commitment to natural resource conservation mission of CARCD and ensuring success of districts
- Ability to operate effectively and communicate with widely diverse individuals.
- Ability to operate with flexibility and versatility
- Knowledge of strategic planning principles needed to reach organizational goals.
- Knowledge of federal and state legislation and legislative processes, including Division 9 of the State Public Resources Code, the Brown Act, and the conflict of interest statutes and other rules and policies relative to conservation districts, governmental operations and natural resources.
- Experience in meeting and event planning.
- Experience in organizational fundraising and in administering grants and other funds.
- Skill in leadership development and meeting facilitation.
- Ability to foster and maintain cooperative working relationships.
- Knowledge of state and federal natural resource management and conservation programs.
- Knowledge of liability and health insurance.
- Experience in office supervision, including personnel and fiscal management function oversight.
- Some weekend and overnight travel is necessary.
Qualifications:
- Minimum of a B.S. or B.A. degree with at least two years of work experience in management of related programs.
- Experience as Executive Director of a similar organization may be substituted for education.
- A current driver's license and insurance is required.
